About the National register of legal acts of the Republic of Belarus
For the purpose of creation of single system of the legislation and forming of reference databank of legal information of the Republic of Belarus I decide:
1. Create since January 1, 1999. National register of legal acts of the Republic of Belarus.
2. Approve Regulations on the National register of legal acts of the Republic of Belarus it (is applied).
3. Assign to the National center of the legislation and legal information:
maintaining the National register of legal acts of the Republic of Belarus;
official publication of legal acts on the National legal Internet portal of the Republic of Belarus.
4. Determine that on the activities connected with official publication of legal acts on the National legal Internet portal of the Republic of Belarus, the legislation on mass media does not extend.
5. It is excluded.
6. To the House of Representatives and Council of the Republic of National assembly of the Republic of Belarus, Council of Ministers of the Republic of Belarus, the Constitutional Court, the Supreme Court, the Supreme Economic Court, National Bank, the ministries, other republican state bodies, regional (To the Minsk city) to Councils of deputies and executive committees till January 1, 2001 to provide to the National center of legal information of the data on the corresponding legal acts existing on the date of submission of information and texts of these acts for inclusion in the National register of legal acts of the Republic of Belarus.
The schedule of submission of data and texts of legal acts according to this Item affirms Administration of the President of the Republic of Belarus based on offers of the National center of legal information and the National center of bill activities in case of the President of the Republic of Belarus (concerning maintaining Compiled laws of the Republic of Belarus).
7. To Council of Ministers of the Republic of Belarus:
together with the National center of bill activities in case of the President of the Republic of Belarus till January 1, 1999 to take measures for reduction of acts of the legislation of the Republic of Belarus in compliance with this Decree;
till July 1, 1999 to develop and submit for approval to Administration of the President of the Republic of Belarus the procedure for conducting legal examination of decisions of local councils of deputies, executive and administrative organs.
8. To the national center of legal information in a month in accordance with the established procedure to provide to the President of the Republic of Belarus offers on the edition of the National register of legal acts of the Republic of Belarus.
9. Item 6 of the Presidential decree of the Republic of Belarus of June 30, 1997 No. 338 "About creation of the National center of legal information of the Republic of Belarus" (1997, Art. No. 17-18, 625) to exclude collection of decrees, presidential decrees and orders of the Government of the Republic of Belarus.
10. Enact this Decree from the date of its signing, except for Items 2-5 and 9 of this Decree which become effective since January 1, 1999.

1. This Provision determines procedure for maintaining the National register of legal acts of the Republic of Belarus (further – the National register). This Provision is not spread on the legal acts containing the information carried to the state secrets.
The national register – system of accounting of legal acts.
2. The national register is kept for the purpose of:
providing single system of the legislation;
creations of reference databank of legal information of the Republic of Belarus (further – reference databank of legal information) and completing of fund of legal acts, their maintenance in control condition electronically;
ensuring timely informing state bodies, other organizations and physical persons on the legislation;
implementation of interstate exchange of legal information.
3. Maintaining the National register is performed by the National center of the legislation and legal information (further – NTsZPI) on papers and (or) electronically.
4. Are subject to inclusion in the National register:
Constitution of the Republic of Belarus;
the decisions made by republican referendum;
decisions of Vsebelorussky people's assembly (if other is not determined by Vsebelorussky people's assembly);
decrees, orders of the President of the Republic of Belarus;
laws;
international agreements of the Republic of Belarus;
resolutions of the House of Representatives of National assembly of the Republic of Belarus;
resolutions of Council of the Republic of National assembly of the Republic of Belarus;
resolutions of Council of Ministers of the Republic of Belarus;
orders of the Prime Minister of the Republic of Belarus;
the conclusions and solutions of the Constitutional Court of the Republic of Belarus, the message of the Constitutional Court of the Republic of Belarus to the President of the Republic of Belarus and chambers of National assembly of the Republic of Belarus about condition of the constitutional legality in the Republic of Belarus, Regulations of the Constitutional Court of the Republic of Belarus;
resolutions of the Plenum of the Supreme Court of the Republic of Belarus concerning application of the legislation, arising by consideration of legal cases, Regulations of the Plenum of the Supreme Court of the Republic of Belarus;
legal acts of Administration of the President of the Republic of Belarus if other is not provided by the Chief of Presidential Administration of the Republic of Belarus;
regulatory legal acts of the State Control Committee, National Bank, Investigative Committee, State committee of judicial examinations, Administration of the President of the Republic of Belarus, other state bodies, directly subordinate (accountable) to the President of the Republic of Belarus;
regulatory legal acts of National academy of Sciences of Belarus, ministries, other republican state bodies;
regulatory legal acts regional, Minsk city Councils of deputies, regional executive committees, Minsk Gorispolkom, local councils of deputies, executive and administrative organs of basic territorial level;
the decisions made regional, Minsk city, district, city (the cities of regional subordination) referendum;
technical regulatory legal acts 1, the Republic of Belarus which is according to legal acts and resolutions of Council of Ministers legal entities and individual entrepreneurs, obligatory for observance;
