About measures for further enhancement of the procedures connected with implementation of business activity and provision of the state services

According to the Presidential decree of the Republic of Uzbekistan of April 7, 2014 No. UP-4609 "About Additional Measures for Further Enhancement of the Investment Climate and Business Environment in the Republic of Uzbekistan" and for the purpose of further simplification and reduction in cost of mechanisms of licensing and issue of documents of allowing nature, and also provision of bigger freedom to entrepreneurship:

1. Accept offers of the Ministry of Economics, the Ministry of Justice, the Ministry of Finance, the State committee on privatization, demonopolization and development of the competition, the State committee of communication, informatization and telecommunication technologies, Chamber of Commerce and Industry of the Republic of Uzbekistan, other interested ministries and departments on:

to cancellation since June 1, 2014 of separate types of the licensed activities and documents of allowing nature in the field of business activity according to appendices No. No. 1 and 1a;

to reducing terms and amount of charges in case of registration of the licensed types of activity and allowing procedures according to appendices No. No. 2 and 3;

to further reducing and simplification of procedures in case of receipt of documents of allowing nature and licenses according to appendix No. 4.

2. To the Cabinet of Ministers of the Republic of Uzbekistan together with bodies, representatives for issue of licenses and documents of allowing nature, the Ministry of Economics, the Ministry of Justice, the State committee of communication, informatization and telecommunication technologies of the Republic of Uzbekistan:

till January 1, 2015 to provide introduction at the legislative level of the principle "one window" when licensing separate types of activity according to appendix No. 5;

complete until the end of 2014 development and deployment of software products for representation by subjects of entrepreneurship of the periodic reporting under accomplishment of conditions of license agreements in electronic form.

3. Approve the List of projects on implementation of priority interactive services for subjects of entrepreneurship through the Single portal of interactive state services according to appendix No. 6.

To provide to the ministry of development of information technologies and communications of the Republic of Uzbekistan:

coordination of works and system monitoring of implementation of measures for transfer of registration of the licensed types of activity and allowing procedures in electronic form, and also efficiency evaluation of implementation of electronic interaction of state bodies with subjects of entrepreneurship;

together with the Central bank of the Republic of Uzbekistan, the Uzkommunkhizmat Agency interested in the ministries and departments until the end of 2014 realization of specific measures for enhancement of the Portal of municipal services and housing stock by its integration with electronic payment systems and billing systems of municipal services, having provided possibility of provision of service in informing subjects of entrepreneurship on condition of settlement in real time by means of use of information and communication technologies;

provision, on a grant basis, access to the interested ministries, departments, economic associations and subjects of entrepreneurship to the information systems developed within the Comprehensive program of development of National information and communication system of the Republic of Uzbekistan for 2013 - 2020.

4. To provide to the Cabinet of Ministers of the Republic of Uzbekistan together with the Ministry of development of information technologies and communications, other interested ministries, the state committees, departments and the organizations, since October 1, 2014, functioning in the Single portal of interactive state services of the Republic of Uzbekistan of personal "office of the subject of the entrepreneurship" allowing to perform:

interactive registration and representation financial, tax, statistical and other types of the reporting;

tax payment and other obligatory payments, utility payments, charges and the state fees for consideration and issue of documents of allowing nature and licenses through the Internet banking system;

receipt of references and other types of interactive state services.

5. Establish since June 1, 2014 procedure according to which subjects of entrepreneurship have the right to perform electronically by the principle "one window" the following procedures:

giving and consideration of requests of subjects of entrepreneurship for inclusion in the Program of localization - in the Ministry of Economy and Industry, the Ministry of investments and foreign trade, Committee on development of the competition and consumer protection of the Republic of Uzbekistan;

submission of documents for receipt of domestic currency loans for up to one year - in the servicing commercial banks.

6. To heads of complexes of the Cabinet of Ministers of the Republic of Uzbekistan together with:

To provide with the Ministry of Economics, the Ministry of Finance, the Ministry of development of information technologies and communications of the Republic of Uzbekistan, other interested ministries and departments carrying out in each region of actions for extended coverage of the adopted regulatory legal acts directed to creation of the most favorable business environment in the country.

7. To the Ministry of Economics together with the Ministry of Justice and other interested ministries, departments, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent till June 1, 2014 to make corresponding changes to the regulatory legal acts regulating procedures of provision of documents of allowing nature and licenses.
