About approval of Rules of protection, protection and safe functioning of objects of non-state TV and radio broadcasting

1. Approve Rules of protection, protection and safe functioning of objects of non-state TV and radio broadcasting according to appendix.

2. National association of electronic mass media and non-state broadcasting companies to bring objects of non-state TV and radio broadcasting into accord with requirements of the Rules of protection, protection and safe functioning of objects of non-state TV and radio broadcasting approved by this resolution in a month.

3. To the Ministry of Internal Affairs together with National broadcasting company of Uzbekistan, the State committee of communication, informatization and telecommunication technologies of the Republic of Uzbekistan, the State inspectorate for supervision in the field of communication, informatization and telecommunication technologies, National association of electronic mass media in three-months time to perform check of condition of ensuring protection, safe functioning and fire safety of all objects of non-state TV and radio broadcasting.

4. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan - the head Kompleksa concerning information systems and telecommunications of the Cabinet of Ministers of the Republic of Uzbekistan.

Rules of protection, protection and safe functioning of objects of non-state TV and radio broadcasting

I. General provisions

1. These rules establish procedure for ensuring protection, protection and safe functioning of objects of non-state TV and radio broadcasting.

2. Rules extend to all objects of non-state TV and radio broadcasting and are obligatory for execution by the legal entities with non-state pattern of ownership performing the activities in the field of forming and distribution of teleradio programs in the territory of the Republic of Uzbekistan based on the licenses received in accordance with the established procedure.

3. In these rules the following terms and determinations are used:

the subject of non-state TV and radio broadcasting - the legal entity having the license of authorized body for the right of implementation of activities for distribution (to broadcasting, relaying) the TV radio transfers according to the procedure established by the legislation;

object of non-state TV and radio broadcasting - object (buildings, constructions and certain rooms) administrative and technical assignment of non-state actor of TV and radio broadcasting;

the room of limited access - the room of object of non-state TV and radio broadcasting in which there are the teleradio-transmitting equipment, studios of cable television and also is performed forming of teleradio programs, radio studios, studios zvuko-and videos with possibility of forward translation of TV and radio programs;

radio studio - the technical room for implementation of record and forward translation of TV and radio programs;

studio zvuko-and videos - the technical room for implementation zvuko-and videos for TV and broadcasts;

studio of cable television - the room where teleradio programs and other messages of telecommunication in certain territory with use only of cable television channels not available to free viewing are created and extend.

II. Protection of objects of non-state TV and radio broadcasting

4. Objects of non-state TV and radio broadcasting can be located as in the territories and in the buildings which are their property and in rooms of lessors or rooms of other owners used by business entities according to the legislation.

5. Objects of non-state TV and radio broadcasting in accordance with the established procedure shall be transferred under protection to Head department of protection of National guard, with obligatory transfer of rooms of limited access under protection of the centers (Items) of technical protection of divisions of National guard.

6. The input outside door of the room of limited access shall be all-metal, equipped with viewing peephole or the video on-door speakerphone, and also to have at least two dead locks, one of which code. The room shall be equipped with the security and fire alarm with output of alarm signal to post of protection and to PTOR.

7. The adjacent territory of objects of non-state TV and radio broadcasting, inputs to the building and rooms of limited access shall be equipped with system of video surveillance with output of the image to the monitor at personnel on duty in limited access and on protection post with possibility of preserving video at least one week.

8. The window openings of rooms of the first floor of the building of objects of non-state TV and radio broadcasting coming to light, and also all window openings of rooms of limited access of objects of non-state TV and radio broadcasting shall be protected by metal grids with diameter of rod at least 15 mm and cells no more than 150 x 150 mm welded on the metal probes hammered into walls from within.

9. Through rooms of limited access laying of transit pipelines, air ducts and other communications is strictly forbidden.

10. The territories of separate buildings of objects of non-state TV and radio broadcasting shall be equipped with barrier from concrete or brick at least two meters high and sufficient lighting on all its extent.

In necessary cases, in the presence of restrictions for change of architectural appearance of settlements, in coordination with bodies of Service of state security, the Ministry of Internal Affairs, Public service of fire safety of the Republic of Uzbekistan replacement of barrier from concrete and brick on decorative metal grill is allowed.

To the territory of objects of non-state TV and radio broadcasting and its barrier uncontrollable sidings shall be excluded.

11. On object of non-state TV and radio broadcasting special documents according to the list according to appendix to these rules are developed.

Special documents of object of non-state TV and radio broadcasting affirm his head in coordination with bodies of Service of state security, the Ministry of Internal Affairs, Public service of fire safety of the Republic of Uzbekistan, the Ministry of development of information technologies and communications and the Ministry of Emergency Situations of the Republic of Uzbekistan.

12. In case of the fire, accident and other emergency situations the person on duty on object and the employee of Head department of protection of National guard immediately calls fire, emergency commands, informs the head of object of non-state TV and radio broadcasting and the lessor, division of National guard, Service of state security and takes measures for their liquidation.
