For the purpose of execution of article 20 of the Law No. 140 of June 14, 2013 on special protection of children, being in risk situations, and the children separated from parents (The official monitor of the Republic of Moldova, 2013, Art. No. 167-172, 534), the Government DECIDES:

1. Approve Instructions on the mechanism of intersectoral cooperation in the field of identification, assessment, the direction, the help and monitoring of children - the victims and potential victims of violence, neglect, operation and trade it (is applied).

2. To the Ministry of Labour and Social Protection, the Ministry of Internal Affairs, the Ministry of Education and Research, the Ministry of Health to take the measures directed to implementation of Instructions on the mechanism of intersectoral cooperation in the field of identification, assessment, the directions, the help and monitoring of children - the victims and potential victims of violence, neglect, operation and trade.

3. Recommend to bodies of local public authority to take the measures necessary for ensuring application of Instructions on the mechanism of intersectoral cooperation in the field of identification, assessment, the direction, the help and monitoring of children - the victims and potential victims of violence, neglect, operation and trade within internal working procedures.

4. To the ministries responsible in the field to provide within the established competences, coordinating of sales activity and to monitoring of actions for application of the approved Instructions.

5. To the Ministry of Internal Affairs, the Ministry of Education and Research and the Ministry of Health till March 15 to submit to the Ministry of Labour and Social Protection reports on results of implementation of Instructions on the mechanism of intersectoral cooperation in the field of identification, assessment, the direction, the help and monitoring of children - the victims and potential victims of violence, neglect, operation and trade.

Chapter I General provisions

1. These Instructions establish the mechanism of intersectoral cooperation in the field of identification, assessment, the direction, the help and monitoring of children - the victims and potential victims of violence, neglect, operation and trade (further - the mechanism of intersectoral cooperation). Instructions are developed according to the legislation on family, social protection, the civil, labor, penal legislation, and also on offenses.

2. Provisions of these Instructions concern employees central and regional authorities, structures, organizations and services in their structure or subordinated it, dealing problems of social protection, education, health care, human rights bodies which shall cooperate for the purpose of the prevention and fight against violence, neglect, operation and trade in children by means of services of social protection, education, protection of public order, medical care.

3. Authorities, structures, organizations and the specialists given authority in the sphere of protection of the child shall apply these Instructions, using the Management on practical application of the mechanism of the intersectoral cooperation approved by competent central authorities.
