About the organization of activities of service of information and methodical providing organizations of secondary vocational, professional education

In pursuance of the resolution of the Cabinet of Ministers of July 12, 2011 "About measures for further enhancement of activities of the Center of secondary vocational, professional education of the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan" and for the purpose of the organization of system work on further enhancement of methodical providing organizations of secondary vocational, professional education the Cabinet of Ministers decides No. 204:

1. Approve structure of Service of information and methodical providing organizations of secondary vocational, professional education under the Center of secondary vocational, professional education of the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan (further - Service) with the extreme total number of workers (without support personnel) in number of 70 units, including managerial personnel - 17 units, according to appendix No. 1.

Take into consideration that the Service is public institution, and completion of list of her workers is performed at the expense of the number released as a result of abolition of position of the methodologist in professional colleges.

2. Determine the main objectives of Service:

the organization of development, implementation and monitoring of application of educational standards, curricula, programs and guidelines manuals, preparation of educational literature of new generation for educational institutions of secondary vocational, professional education;

rendering the methodical help of secondary vocational, professional education to educational institutions in the organization of educational process, implementation of modern forms of education, progressive latest pedagogical and information and computer technologies;

the organization of seminars trainings for teachers and training officers for the purpose of increase in their pedagogical and professional level with attraction as trainers-moderators of highly qualified specialists of system of the higher and secondary vocational, professional education;

development, approbation on experimental platforms and implementation in teaching and educational process of educational institutions of secondary vocational, professional education of active forms and methods, the audiovisual and other evident tutorials promoting increase in knowledge, experience and practical skill of teachers and training officers;

preparation of recommendations about equipment of offices, laboratories, educational workshops and training grounds in educational institutions of secondary vocational, professional education;

implementation together with territorial administrations of secondary vocational, professional education of system work on increase in level of educational and educational and educational work, to cardinal improvement of quality of training of specialists in educational institutions of secondary vocational, professional education;

implementation of coordination of works and methodical management of departments of educational methodically providing territorial administrations of secondary vocational, professional education of the Republic of Karakalpakstan, areas and Tashkent.

3. Determine that:

Service the chief appointed and relieved of the post by the director of the Center of secondary vocational, professional education of the Ministry of the higher and secondary vocational education in coordination with the Complex concerning education heads, health cares, ecology, environmental protection, physical culture and sport of the Cabinet of Ministers of the Republic of Uzbekistan;

activities of Service are supervised by the deputy director of the Center of secondary vocational, professional education – the head of department on enhancement of the state educational standards and unification of the directions of education.

4. Provide to the director of the Center of secondary vocational, professional education of the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan the right to make, if necessary, changes to structure of Service within the established extreme total number of workers.

5. To the center of secondary vocational, professional education of the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan in a month in accordance with the established procedure:

develop and approve the Charter of Service;

provide state registration of Service and completion by her highly qualified specialists and leading employees;

together with the Ministry of Labour and Social Protection of the population and in coordination with the Ministry of Finance of the Republic of Uzbekistan to develop and approve the sizes and payment terms of work of employees of Service, having extended to them payment term and material work incentives established for employees of the Center of secondary vocational, professional education of the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan and its territorial administrations.

6. Place Service in the building of the academic lyceum of computer technologies under the Tashkent state technical university, at the address: Tashkent, Ulitsa Universitetskaya, 2, without collection of the rent.

7. By reasonable calculations of the Center of secondary vocational, professional education of the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan to allocate to the Ministry of Finance of the Republic of Uzbekistan in 2014, and since 2015 to provide in parameters of expenses of the Government budget of the Republic of Uzbekistan necessary assignments for the current content and strengthening of material and technical resources of Service within the funds allocated for the sphere "Education".

8. Make changes to some decisions of the Government of the Republic of Uzbekistan according to appendix No. 2.

9. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan A. I. Ikramov.
