1. Approve the Statement of the Verkhovna Rada of Ukraine: "About initiative of the international negotiations on de-escalation of situation around Ukraine" it (is applied).

2. To provide to the Ministry of Foreign Affairs of Ukraine acquaintance of the international community with line item of the Verkhovna Rada of Ukraine concerning initiative of the international negotiations on de-escalation of situation around Ukraine expressed in the statement.

3. This Resolution becomes effective from the date of its acceptance.

Statement of the Verkhovna Rada of Ukraine

About initiative of the international negotiations on de-escalation of situation around Ukraine

Emphasizing that Ukraine is the sovereign and independent, democratic, social and constitutional state which territory within existing internationally acknowledged border is complete and inviolable;

emphasizing that the right to determine and change the constitutional system in Ukraine belongs only to its people which perform the power directly and through public authorities and local government bodies;

proceeding from the fact that determination of fundamentals of foreign and domestic policy of the state belongs to powers of the Verkhovna Rada of Ukraine under article 85 of the Constitution of Ukraine;

confirming non-recognition of the fact of annexation of the Autonomous Republic of Crimea by the Russian Federation which resulted from unprovoked Russian aggression against Ukraine and illegal occupation of the Crimean peninsula aggressor,

Verkhovna Rada of Ukraine:

1. Welcomes the international solidarity in protection of independence, sovereignty, territorial integrity and inviolability of frontier of Ukraine, in particular the resolution of the General Assembly of the United Nations "Territorial integrity of Ukraine" approved on March 27, 2014 and initiative about carrying out the international negotiations between official representatives of Ukraine, the Russian Federation, the United States of America and the European Union in the nearest future.

2. Considers that the specified negotiations shall be directed to achievement of the following purposes:

de-escalation of situation, prevention of threat of military invasion of the Russian Federation on the mainland of Ukraine, withdrawal of divisions of the Armed Forces of the Russian Federation from borders of Ukraine and withdrawal of Russian troops from the territory of Ukraine - the Autonomous Republic of Crimea;

the terminations of aggressive actions and subversive activities of the Russian Federation which threaten territorial integrity of Ukraine and are directed to provoking of separatist sentiments;

refusal of the Russian Federation of hostile promotional campaign that distorts the facts, extends outright lie and is directed to justification of the Russian aggression and intervention in internal affairs of Ukraine;

return of the Russian Federation to the civilized field of the relations and international law, recovery of action of the conventional principles of international peace and safety;

refusal of the Russian Federation of policy of revanchism, pressure and blackmail, including military, economic and energy;

recovery of territorial integrity of Ukraine within internationally acknowledged border, ensuring sovereignty of Ukraine in all its territory the Autonomous Republic of Crimea inclusive.

3. Emphasizes that the questions which are within the internal competence of Ukraine, in particular, concerning the constitutional system and the administrative-territorial device of Ukraine, determination of the status and procedure for application of languages in Ukraine, terms and procedure for elections of the President and parliament Ukraine cannot be subject of the international negotiations, and also it is right to determine independently the directions of the foreign policy and, in particular, freedom of participation in the international organizations and the unions.

4. Emphasizes that in negotiations of Ukraine the single official authorized delegation which shall be guided by this Statement shall represent and be effective according to the approved directives according to the Constitution of Ukraine and the current legislation.

5. Draws the attention of the international community to artificiality and artificiality of claims to Ukraine from external forces concerning violations in Ukraine of the rights of ethnic minorities.
