About measures for ensuring consolidation of citizens of Ukraine and the termination of civil opposition in the Donetsk and Luhansk regions

For the purpose of achievement of civil consent, bloodshed non-admission, for ensuring consolidation of citizens of Ukraine of all nationalities for unity, and according to Items 1, 17 parts one of Article 106 and article 112 of the Constitution of Ukraine I decide integrity of the territory of Ukraine, the termination of infringement of sovereignty of the state:

1. To the Cabinet of Ministers of Ukraine to prepare, bring and organize maintenance in the Verkhovna Rada of Ukraine of bills concerning carrying out in Ukraine reform of local self-government and the organization of the power in regions, having provided decentralization of the power and essential expansion of powers of territorial communities, forming of executive bodies by local councils, expansion of material and financial basis of local self-government, efficient mechanisms of participation of the public in adoption of decisions by local government bodies and to provide adoption of the relevant laws in three-months time.

2. Create for the purpose of approval of line items of rather legislative changes concerning carrying out in Ukraine reforms of local self-government and the organization of the power in regions the working group of representatives of the Cabinet of Ministers of Ukraine, People's Deputies of Ukraine (in consent), representatives of Association of the cities of Ukraine (in consent) and the delegated representatives of local self-government and the public.

3. Perform in accordance with the established procedure measures to non-admission of criminal prosecution, attraction to the criminal, administrative responsibility of persons concerning events which took and take place during the mass actions in the city of Donetsk and Donetsk region, Luhansk and the Luhansk region, - in the conditions of voluntary surrender to state bodies of weapon, ammunition, explosives, destructive devices and release all occupied in Donetsk and Donetsk region, Luhansk and the Luhansk region during the mass actions of buildings, premises of state bodies and local government bodies till 9:00 on April 14, 2014.

Action of part one of this Article does not extend to persons who made wounds or murder of citizens of Ukraine, in particular military personnel, employees of law enforcement agencies.

4. This Decree becomes effective from the date of its publication.
