AGREEMENT BETWEEN THE GOVERNMENT OF THE RUSSIAN FEDERATION AND GOVERNMENT OF THE REPUBLIC OF ARMENIA

About cooperation in the field of nuclear safety

The government of the Russian Federation and the Government of the Republic of Armenia which further are referred to as with the Parties

being guided by the Agreement on the basic principles of cooperation in the field of peaceful use of atomic energy of June 26, 1992, the Agreement between the Government of the Russian Federation and the Government of the Republic of Armenia on cooperation in the field of peaceful use of atomic energy of September 25, 2000, the Agreement between the Government of the Russian Federation and the Government of the Republic of Armenia on cooperation in construction of new power units of nuclear power plant in the territory of the Republic of Armenia of August 20, 2010,

in view of that the Russian Federation and the Republic of Armenia are members of International Atomic Energy Agency and agreement parties about non-proliferation of nuclear weapon of July 1, 1968, the Vienna convention on the civil responsibility for nuclear damage of May 21, 1963, Conventions on physical protection of nuclear material of October 26, 1979, Conventions on the operational notification on nuclear accident of September 26, 1986, Conventions on Nuclear Safety of June 17, 1994,

recognizing importance of further increase in efficiency of cooperation in the field of use of atomic energy in the peace purposes,

considering long-term nature of cooperation in the field of use of atomic energy in the peace purposes and attaching great value to its further expansion and deepening,

being convinced of need of enhancement of the international mode providing safe use of atomic energy on the basis of interaction of all states, International Atomic Energy Agency (further - IAEA) and other international organizations,

recognizing nuclear safety as one of the main priorities of energy policy of the states,

noting that ensuring nuclear safety is, first of all, responsibility of the operating organizations and state bodies use of atomic energy,

recognizing need of availability for the countries using atomic energy, effective systems of regulation of nuclear and radiation safety

proceeding from importance of maintenance of culture of nuclear safety at the high level,

confirming intention to promote maintenance of high level of nuclear safety around the world,

recognizing the central role of IAEA in development of the international standards on nuclear safety and rendering to the states support in their application,

emphasizing that information openness in the field of nuclear safety is the important principle promoting maintenance of the positive relation to nuclear power from the public

agreed as follows:

Article 1

For the purposes of this agreement the terms and values used in the document of IAEA "The glossary of IAEA on safety issues are applied: the terminology used in the field of nuclear safety and radiation protection" (STI/PUB/1290), and also the terms meaning the following:

"competent authorities" - the bodies appointed by the Parties for implementation of this agreement;

"authorized organizations" - the organizations, being legal entities according to the legislation of each of the states of the Parties, authorized by the relevant Parties or their competent authorities to perform cooperation according to this agreement;

"intellectual property" matters, specified in article 2 of the Convention establishing World Intellectual Property Organization, signed in Stockholm (Sweden) on July 14, 1967;

"infrastructure of nuclear power" matters, IAEA specified in the Document "Boundaries in development of national nuclear infrastructure for nuclear power" (STI/PUB/1305);

"infrastructure of nuclear safety" matters, IAEA specified in Item 1 of Section 1.1 of the document "Infrastructure of nuclear safety for the national nuclear and energy program which is based on the fundamental principles of safety of IAEA" (The report of the international group of nuclear safety of INSAG-22, STI/PUB/1350).

Article 2

The parties perform cooperation for the purpose of:

enhancement of infrastructure of nuclear safety of the Republic of Armenia in connection with operation of the Armenian nuclear power plant and construction of new power units according to the Agreement between the Government of the Russian Federation and the Government of the Republic of Armenia on cooperation in construction of new power units of nuclear power plant in the territory of the Republic of Armenia of August 20, 2010;

achievements of steady and high level of nuclear safety on objects of nuclear power of the Republic of Armenia;

creation and maintenance in proper condition on objects of nuclear power of the Republic of Armenia of effective remedies of protection against potential radiation hazard.

Article 3

For the purpose of implementation of this agreement of the Party perform cooperation in the following areas:

enhancement of infrastructure of nuclear safety, including in case of the treatment of spent nuclear fuel and radioactive waste;

development of innovative nuclear power stations with internally inherent properties of safety (self-security);

enhancement of systems of regulation of nuclear safety of the states of the Parties;

development and enhancement of the regulatory legal base in the field of nuclear safety of the states of the Parties taking into account regulations of IAEA on nuclear safety;

development and further development of system of the crisis centers of the Republic of Armenia with use of the available possibility of crisis control center of the Ministry of emergency situations of the Republic of Armenia;

development of the approved training programs for specialists in the field of nuclear safety;

preparation, retraining and advanced training of specialists in the field of nuclear safety taking into account recommendations of IAEA;

increase in efficiency of activities of the operating organizations of the states of the Parties for nuclear safety;

program implementation within participation in the World association of the organizations operating nuclear power plants;

efficiency evaluation and sufficiency of the nuclear power stations of technical means and organizational measures of preventive nature provided on platforms in case of threat of emergence of extreme external impacts;

efficiency evaluation and sufficiency of the nuclear power stations of technical means and organizational measures for management of beyond design basis and severe accidents and for decrease in their effects provided on platforms;

development of approaches to evaluating operational safety of nuclear power plants and research reactors.

Article 4

1. The cooperation in pursuance of this agreement can be performed in the following forms:

collateral actions on strengthening of the international mode of nuclear safety;

exchange of scientific and technical, normative legal and other information;

rendering assistance in training of technical and scientific personnel;
