About approval of standards of the state services rendered by the Ministry of the industry and new technologies of the Republic of Kazakhstan in the field of power industry, energy saving and increase in energy efficiency

According to the subitem 3) of article 6 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services" the Government of the Republic of Kazakhstan DECIDES:

1. Approve enclosed:

1) standard of the state service "Coordination of Designing and Construction of the Duplicative (Shunting) Power Lines and Substations";

2) standard of the state service "Coordination of Purchase and Sale, Transfer to Lease or Trust Management of Power Generation Facilities and (or) Its Separate Parts irrespective of Patterns of Ownership";

3) standard of the state service "Issue of Permission to Connection to Power Networks of Electroinstallations of Consumers with Installed Capacity Over 100 KW";

4) standard of the state service "Accreditation of the Organizations on Conducting Energy Examination";

5) standard of the state service "Accreditation of Electrolaboratories";

6) standard of the state service "Issue of the Passport of Readiness to the Power Making and Power Transferring Organizations with the Established Electric Power of 5 MW and Less, Over 5 MW or with the Established Thermal Power of 100 Gcal/hour and Above, and also Having on the Balance Power Networks of 35 kV and Below, 110 KV and Above to Work in Autumn and Winter Conditions";

7) standard of the state service "Certification of Heads and Specialists of the Energy Organizations";

8) standard of the state service "Accreditation in the field of Energy Saving and Increase in Energy Efficiency";

9) standard of the state service "Issue of the Conclusion about Technical Condition of the Equipment of the Power Making Organizations in case of Submission of the Annual Statement by Them about Execution of Investment Obligations".

3. This resolution becomes effective after ten calendar days after day of its first official publication.

Standard of the state service "Coordination of Designing and Construction of the Duplicative (Shunting) Power Lines and Substations"

1. General provisions

1. The state service "Coordination of Designing and Construction of the Duplicative (Shunting) Power Lines and Substations" (further - the state service).

2. The standard of the state service is developed by the Ministry of the industry and new technologies of the Republic of Kazakhstan (further - the ministry).

3. The state service appears the Ministry (further - the service provider).

Reception of applications and issue of results of rendering the state service are performed through:

1) office of the service provider;

2) the web portal of "the electronic government" www.egov.kz (further - the portal).

2. Procedure for rendering the state service

4. Term of rendering the state service:

1) from the moment of delivery of document package to the service provider, and also in case of the address on the portal - 8 (eight) working days;

2) the most allowed time of expectation for delivery of document package - 15 (fifteen) minutes;

3) the most allowed time of servicing - 15 (fifteen) minutes.

5. Form of rendering the state service - electronic (partially automated) and (or) paper.

6. Result of rendering the state service - the letter coordination of designing and construction of the duplicative (shunting) power lines and substations.

Form of provision of result of rendering the state service: electronic and (or) paper.

7. The state service is rendered to free of charge legal entities (further - uslugopoluchatel).

8. Working schedule:

1) the service provider - Monday through Friday from 9-00 till 18-30 o'clock, with lunch break from 13-00 till 14-30 o'clock, except days off and holidays, according to the labor law of the Republic of Kazakhstan. The state service is rendered in turn, without making an appointment and the accelerated servicing;

2) the portal - round the clock (except for technical breaks in connection with carrying out repair work).

the copy of the positive conclusion of territorial department of body for the state energy supervision and control about technical feasibility of construction of the duplicative (shunting) power lines and substations for objects of 110 kV and below;

the copy of the positive conclusion of body for the state energy supervision and control about technical feasibility of construction of the duplicative (shunting) power lines and substations for objects of 220 kV and above;

letters of the organizations which corresponding are power supplying, power transferring on impossibility of electric power supply to the consumer on the existing power networks.

Data on identity documents, state registration of the legal entity the service provider receives from the corresponding state information systems by means of the portal in the form of the electronic documents certified by the electronic and digital signature (further - the EDS) authorized persons;

2) on the portal:

request in electronic form, the uslugopoluchatel certified by the EDS;

the copy of the positive conclusion of territorial department of body for the state energy supervision and control about technical feasibility of construction of the duplicative (shunting) power lines and substations for objects of 110 kV and below;

the copy of the positive conclusion of body for the state energy supervision and control about technical feasibility of construction of the duplicative (shunting) power lines and substations for objects of 220 kV and above;

letters of the organizations which corresponding are power supplying, power transferring on impossibility of electric power supply to the consumer on the existing power networks.

Data on identity documents, state registration of the legal entity, the service provider receives from the corresponding state information systems through the portal in the form of the electronic documents certified by the EDS of authorized persons.

The service provider receives written consent of uslugopoluchatel to use, being the secret of the data protected by the law, containing in information systems, when rendering the state services if other is not provided by the laws of the Republic of Kazakhstan.

When giving by uslugopoluchatel of all necessary documents:

to the service provider (purposely or by means of mail service) - confirmation of adoption of the statement on paper is the mark in its copy about registration in office of the service provider with indication of date and time of acceptance of document package;

through the portal in "private office" of uslugopoluchatel the status about acceptance of request for rendering the state service with indication of the date of receipt of result of the state service is displayed.

3. Procedure for appeal of decisions, actions (failure to act) of the central state bodies, and also service providers and (or) their officials concerning rendering the state services

10. Appeal of decisions, actions (bezdeystviye) of the central state body, the service provider and (or) his officials concerning rendering the state services:

the claim is submitted addressed to the head of the service provider to the address specified in Item 12 of the standard of the state service or addressed to the head of the Ministry of the address: 010000, the city of Astana, Prospekt Kabangbai of the batyr, 32/1, the building "Transport the Tower", No. office 2117, phone - 8 (7172) 24-04-75, 29-08-48.

The claim is submitted in writing by mail or purposely through office of the service provider, or the Ministry, in the working days.

The claim of uslugopoluchatel which arrived to the service provider or the Ministries, is subject to consideration within five working days from the date of its registration.

When sending the claim through the portal information on the address which is updated during processing of the address by the service provider is available to uslugopoluchatel from "private office" (mark about delivery, registration, execution, the answer about consideration or refusal in consideration of the claim).

In case of disagreement with results of the rendered state service the uslugopoluchatel can address with the claim to authorized body by assessment and control of quality of rendering the state services.

The claim of uslugopoluchatel which arrived to authorized body by assessment and control of quality of rendering the state services is subject to consideration within fifteen working days from the date of its registration.

11. In case of disagreement with results of the rendered state service the uslugopoluchatel has the right to take a legal action in the procedure established by the legislation of the Republic of Kazakhstan.

13. Uslugopoluchatel has opportunity to receive the state service electronically through the portal on condition of EDS availability.

14. Uslugopoluchatel has opportunity to obtain information on procedure and the status of rendering the state service in the mode of remote access by means of "private office" through the portal, and also single contact center concerning rendering the state services.
