3. Permit the Agency of public service to have in case of the President of the Republic of Tajikistan two deputy directors, including one first, and also board as a part of 7 people and to set limit of office cars in number of 4 units.
4. To make financing of central office of the Agency of public service in case of the President of the Republic of Tajikistan and its subordinated structures on places at the expense of means of the republican budget.
5. Declare invalid the Presidential decree of the Republic of Tajikistan of June 9, 2007, No. 264 "About Management of public service in case of the President of the Republic of Tajikistan".

1. The agency of public service in case of the President of the Republic of Tajikistan (further - the Agency), being the central executive body, performs single state policy and normative legal regulation in the sphere of public service.
2. The agency within the powers established by regulatory legal acts of the Republic of Tajikistan performs single state policy of the Republic of Tajikistan in the sphere of public service and is accountable to the President of the Republic of Tajikistan.

The main activities of the Agency include realization of single policy of public service, the organization and passings of public service, within the powers of providing and control of implementation of the legislation of the sphere of public service, the organization of rates of professional training, retraining, advanced trainings and training of government employees, assistance to implementation of their guarantees and encouragement.
5. Powers of the Agency:
- represents to the President of the Republic of Tajikistan, the Government of the Republic of Tajikistan, Executive office of the President of the Republic of Tajikistan offers on way of development and enhancement of system of public service;
- represents to the President of the Republic of Tajikistan, the Government of the Republic of Tajikistan projects of regulatory legal acts in the sphere of public service;
- within the powers develops and adopts regulatory legal acts in the sphere of public service;
- exercises supervision of implementation of the Register of the state positions of the Republic of Tajikistan;
- in state bodies within powers performs, involves representatives of state bodies in consideration of the questions which are in the competence;
- brings representation to the relevant state bodies and higher bodies and takes a legal action about cancellation of decisions of the state bodies contradicting regulatory legal acts in the sphere of public service;
- according to the legislation of the Republic of Tajikistan for non-compliance with requirements of regulatory legal acts in the sphere of public service within the competence considers cases on administrative offenses and imposes administrative punishments;
- carries out efficiency evaluation of personnel management and quality of the state services concerning questions of public service in state bodies;
- cooperates with authorized state bodies of the sphere of public service of foreign states and the international organizations for public service and public administration;
- participates in project development of international treaties and implementation of international cooperation, implementation of training programs in the republic and abroad;
- according to the legislation of the Republic of Tajikistan signs and realizes international treaties in the sphere of public service and the agreement;
- represents proposals on improvement of labor conditions and social security of government employees;
- cooperates with the civil public and mass media.
6. The agency together with Institute of public administration in case of the President of the Republic of Tajikistan in training system of government employees and the addressed staff of state bodies, the organization and organizations, performs the following events:
- will organize training of government employees;
- coordinates questions of training of gosudarstenny employees and providing state bodies with highly qualified personnel;
- develops the mechanism of training of government employees, together with state bodies determines assessment of needs for training, approves educational programs of state bodies and controls realization of activities in this direction;
- coordinates activities of state bodies for ensuring accomplishment of the state order of professional training, retraining, advanced training and training of government employees;
- takes part in development of the annual scheduled plan of rates of professional training, retraining, advanced training and training of government employees;
- determines the number of government employees, categories of the state managerial positions for training and their needs for training;
- carries out monitoring of condition of attraction to training of government employees and generalizes its results;
