About additional measures for ensuring unconditional accomplishment of the State program for improvement of meliorative condition of the irrigated lands and rational use of water resources for 2013 - 2017

 In pursuance of the resolution of the President of the Republic of Uzbekistan of April 19, 2013 No. PP-1958 "About measures for further improvement of meliorative condition of the irrigated lands and rational use of water resources for 2013 - 2017", and also the minutes of the Cabinet of Ministers of the Republic of Uzbekistan of January 17, 2014 the No. 1 Cabinet of Ministers decides:

1. Take into consideration that realization in 2013 died within the State program on improvement of meliorative condition of the irrigated lands and rational use of water resources for 2013 - 2017 (further - the State program) allowed to improve meliorative condition of 264,0 of one thousand hectares and to increase water security of 163,7 of one thousand hectares of the irrigated lands.

2. Specify to the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokima of the Bukhara, Kashkadarya, Namangan, Syr Darya and Khorezm regions failure to provide of forecast indicators of implementation of system of drop irrigation, watering of cotton on screened polyethylene film to furrows and figurative flexible pipelines.

3. Approve:

additional actions for ensuring unconditional accomplishment of the complex measures provided in the State program according to appendix No. 1;

the schedule of providing with diesel fuel of the meliorative objects included in the State program for 2014 according to appendix No. 2;

forecast parameters of salt shooting of soils for 2014 - 2017 according to appendix No. 3;

forecast parameters of upgrade of hydrological posts on natural waterways in the period of 2014 - 2017 according to appendix No. 4;

forecast parameters of equipment of points of vodovydel of associations of water consumers and farms controls and accounting of irrigation water in the period of 2014 - 2017 according to appendix No. 5;

forecast parameters of implementation of water saving technologies of watering of crops figurative flexible irrigation pipelines and on screened polyethylene film to furrows in the period of 2014 - 2017 according to appendices No. 6 and 6a.

4. Determine that heads of the Ministry of agricultural and water economy (Teshayev, Hamrayev), Department on management of Fund of meliorative improvement of the irrigated lands under the Ministry of Finance of the Republic of Uzbekistan (Yusupov), Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and areas, Council of farmers of Uzbekistan (Turdiyev) bear the personal responsibility for high-quality forming of address lists of the priority irrigational and meliorative objects, and also timely implementation of measures included in the State program.

5. To the ministry of agricultural and water economy (Hamrayev), to Council of farmers of Uzbekistan (Turdiyev), to Department on management of Fund of meliorative improvement of the irrigated lands under the Ministry of Finance of the Republic of Uzbekistan (Yusupov), to Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and areas, since 2014 to provide obligatory participation of heads of territorial and regional councils of farmers as a part of the working groups on forming of territorial address programs, and also the commissions on acceptance of the finished projects on meliorative improvement of the irrigated lands.

6. 7. The state-owned leasing company "Uzmeliomashleasing" (Sulaymonov), to the Ministry of agricultural and water economy of the Republic of Uzbekistan (Hamrayev) together with Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas in two-month time to create the regional centers for capital repairs of the modern meliorative equipment, and also branches DP "Meliomashlizingservice" according to task according to appendix No. 7.

8. To provide to the vice-chairman of Gosarkhitektstroy Sh. Hashimov together with the Ministry of agricultural and water economy of the Republic of Uzbekistan coordination of project works and research establishments of water economy on timely development and approval in accordance with the established procedure of regulating documents according to appendix No. 8.

9. To the ministry of agricultural and water economy (Hamrayev) together with Goskomkonkurention of the Republic of Uzbekistan (Abdukhakimov), the relevant project and research organizations in two-month time to study advanced technologies of production of irrigation trays and to make in the Cabinet of Ministers offers on their implementation in the Republic of Uzbekistan.

10. Determine that financing of works on salt shooting of soils, and also upgrades of hydrological posts on natural water objects will be performed at the expense of means of the Government budget of the Republic of Uzbekistan within the budgetary appropriations which are annually allocated to the relevant ministries and departments.

11. To Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas together with the Ministry of agricultural and water economy, the Center of secondary vocational and professional education of the Republic of Uzbekistan to organize professional development course for specialists of water economy and associations of water consumers, and also the organizations which are taking part in implementation of the State program with frequency once a year in professional colleges according to appendix No. 9.

12. To the Tashkent institute of irrigation and melioration (Hamidov) together with the Center of secondary vocational and professional education (Salimov), Department on management of Fund of meliorative improvement of the irrigated lands under the Ministry of Finance of the Republic of Uzbekistan (Yusupov), the State-owned leasing company "Uzmeliomashleasing" (Sulaymonov), project and research establishments on water economy:

in two-month time to develop the program, schedules and educational and demonstration materials for professional development course and systematically to update them the latest developments in water economy and water management construction;

provide annual retraining of teachers of the professional colleges specialized on training for water economy.

13. To department on management, Fund of meliorative improvement of the irrigated lands under the Ministry of Finance of the Republic of Uzbekistan (Yusupov), the State-owned leasing company "Uzmeliomashleasing" (Sulaymonov) annually when estimating maintenance costs of executive offices to provide means for financing of expenses on preparation of the educational and demonstration materials necessary for the organization of professional development course.

14. To Gosarkhitektstroy (Hashimov) together with the Ministry of the higher and secondary vocational education (Hodiyev), the Ministry of agricultural and water economy of the Republic of Uzbekistan (Hamrayev):

organize annual professional development course for heads and specialists of the water management project organizations;

in two-month time to develop the program, schedules of carrying out professional development course and required materials, with subsequent their regular replenishment by the latest data on modern technologies of designing and construction of water management objects.

15. To the ministry of the higher and secondary vocational education (Hodiyev) together with the Ministry of agricultural and water economy of the Republic of Uzbekistan (Hamrayev), Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas in a month:

organize at the State universities and profile higher educational institutions scientific practical advice on target studying of the course of implementation of the State program and rendering the methodical help in increase in efficiency of irrigational and meliorative actions, rational use of the water resources and parcels of land located along water management objects with involvement of scientists and highly qualified specialists in the field of agricultural and water economy, according to appendix No. 10;

provide statement of structures, provisions and work plans of scientific practical advice and to establish control of their effective functioning.
