About the state program "Year of the healthy child"
For the purpose of implementation of wide complex of purposeful measures for further forming of physically healthy, spiritually mature and harmoniously developed younger generation having the independent thinking developed by intellectual potential, profound knowledge and modern outlook, capable to take the responsibility for destiny and the future of the country, mobilization for this purpose of all forces and opportunities of the state and society, and also in connection with declaration of 2014 as "Year of the healthy child":
1. Determine priority tasks and the directions of implementation of the State program "Year of the healthy child":
further enhancement legislative and regulatory framework, development of the new provisions and regulations directed to creation of favorable organization-legal conditions for forming of the healthy, harmoniously developed generation;
considering the birth of the healthy child as product of healthy and close-knit family, forming in family of situation of love and mutual respect, high moral and moral values, rendering material support in formation of young family, ensuring maternity welfare and the childhood, strengthening of health of mother and child, creation of necessary conditions for self-realization and simplification of daily house work of women;
increase in role and responsibility of health care system and health workers in forming of the healthy child, the birth of children without pathologies, further strengthening of material and technical resources and personnel potential of health care system, regular carrying out large-scale information and explanatory work on increase in medical culture of the population;
strengthening of role of education system and sport in forming of the healthy child, expansion of network of preschool educational institutions with completion by their highly skilled, experienced teachers, cardinal increase in level of training of children to school with high-quality providing primary education, widespread introduction in practice of front lines pedagogical and information and communication technologies, implementation of specific actions for broad promotion of healthy lifestyle, to instilling in children, especially to girls, love to physical culture and sport;
strengthening of the help and support from the state and society in forming of the healthy and harmoniously developed generation, creation of the conditions meeting the modern requirements in healthcare institutions, educations, culture and the social protection responsible for these processes, increase in efficiency of use of the means aimed at their development, broad studying and implementation of the best international practices in education of the healthy child;
increase in role, expansion of the rights and opportunities waved also other public structures in education of the healthy child, especially girls, rendering assistance in mastering modern knowledge and professions, involvement in various circles, development of entrepreneurship to them, strengthening of responsibility waved also other public structures for strengthening in families and society of mutual understanding, peace, timely and address rendering the financial and moral support to needy families;
the organization of broad information and explanatory work about the purposes and tasks of the State program "Year of the healthy child" and the course of its realization, with active involvement of opportunities of mass media, including electronic, and the Internet.
2. Approve developed by the Republican commission formed according to the order of the President of the Republic of Uzbekistan of December 12, 2013 No. P-4175, together with the interested ministries and departments, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, public and non-governmental organizations, self-government institutions of citizens, the State program "Year of the healthy child" according to appendix.
3. Assign to the Republican commission (Sh.M.Mirziyoev), the organization and monitoring of practical accomplishment of the actions included in the State program "Year of the healthy child".
Provide to the republican commission:
in week time - creation in the Republic of Karakalpakstan, areas, Tashkent, areas and the cities of the relevant commissions on implementation of the State program headed by the Chairman of the board of Ministers of the Republic of Karakalpakstan and hokimama of the corresponding territories, having conferred on them the personal responsibility for unconditional, full-scale and timely realization of the actions provided in the State program;
in two weeks - development and acceptance by the ministries, departments, economic associations, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent of the territorial and industry programs "Year of the Healthy Child" for each ministry and department, the territory, the city, area and settlement;
coordination of work at the level of republican bodies of the public and economic board, and also public authorities on places for full and timely implementation of the actions included in the approved State program, having established system control of the course of their realization;
representation following the results of every quarter in the Office of the President of the Republic of Uzbekistan information on accomplishment of the actions provided by the State program "Year of the healthy child".
4. To provide to national news agency of Uzbekistan, National broadcasting company of Uzbekistan, the Uzbek agency on seal and information:
regular, system and extended coverage among the population with involvement of printing and electronic mass media, including the global Internet, the purposes and tasks of the State program "Year of the healthy child", the main directions and measures for its realization;
permanent informing the general public on the course of implementation of the State program, with reflection of practical participation and specific contribution of bodies of the public and economic board, public authorities on places, non-state non-profit organizations in implementation of the actions provided in it.
5. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan Sh.M.Mirziyoev.
