Chapter 1. General provisions

Article 1. Subject of regulation of this Federal Law

1. The purpose of this Federal Law is creation of legal conditions for voluntary participation of citizens of the Russian Federation (further also - citizens) in protection of public order.

2. This Federal Law establishes the principles and the main forms of participation of citizens in protection of public order, participation of citizens in search of persons, missing persons, feature of creation and activities of public associations of law-enforcement orientation which purpose is participation in protection of public order, procedure and features of creation and activities of national teams, and also legal status of national combatants.

Article 2. The basic concepts used in this Federal Law

For the purposes of this Federal Law the following basic concepts are used:

1) participation of citizens in protection of public order - rendering by citizens the help to law-enforcement bodies (police) and other law enforcement agencies for the purpose of protection of life, health, honor and advantage of the person, property, interests of society and the state against the criminal and other illegal encroachments made in public places;

2) participation of citizens in search of persons, missing persons, - rendering by citizens the help to law-enforcement bodies (police) and other law enforcement agencies in search of persons, missing persons to whose life and health danger can threaten or concerning whom illegal acts can be made;

3) the freelance employee of police - the citizen of the Russian Federation attracted by police from its consent to non-staff cooperation;

4) public association of law-enforcement orientation - the public association which does not have membership created at the initiative of citizens for participation in protection of public order;

5) national team - the public association based on membership participating in protection of public order in interaction with law-enforcement bodies (police) and other law enforcement agencies, public authorities and local government bodies;

6) the national combatant - the citizen of the Russian Federation who is the member of national team and taking part in protection of public order in its structure;

7) the register of national teams and public associations of law-enforcement orientation in the subject of the Russian Federation (further also - the regional register) - the information resource containing data on national teams and on the public associations of law-enforcement orientation created in the territory of the subject of the Russian Federation.

Article 3. Legal basis of participation of citizens in protection of public order

The legal basis of participation of citizens in protection of public order is constituted by the Constitution of the Russian Federation, the conventional principles and rules of international law, the Federal constitutional Laws, this Federal Law, other Federal Laws and other regulatory legal acts of the Russian Federation, the laws and other regulatory legal acts of subjects of the Russian Federation, municipal regulatory legal acts accepted according to them.

Article 4. Principles of participation of citizens in protection of public order

Participation of citizens in protection of public order is performed according to the principles:

1) voluntariness;

2) legality;

3) priority of protection of rights and freedoms of man and citizen;

4) the rights of everyone to self-defense from illegal encroachments by all methods which are not prohibited by the law;

5) interactions with law-enforcement bodies (police), other law enforcement agencies, public authorities and local government bodies;

6) inadmissibility of substitution of powers of law-enforcement bodies (police), other law enforcement agencies, public authorities and local government bodies.
