About confirmation of rate of Ukraine on integration into the European Union and first-priority measures in this direction
Verkhovna Rada of Ukraine,
confirming irreversibility of rate of Ukraine on the European integration which purpose is acquisition of membership in the European Union,
realizing eurointegration aspirations of the people of Ukraine that were confirmed with mass peace protest which began in November, 2013 in response to refusal of signature of the Agreement on association between Ukraine and the European Union at the Vilnius summit of the Eastern Partnership,
being guided by requirements of the Ukrainian legislation concerning priority of integration of Ukraine into the European political, economic, legal space,
emphasizing that Ukraine as the European state which divides general history and values with the countries of the European Union, has the right to submit the application for receipt of membership in the European Union according to article 49 of the Agreement on the European Union,
considering resolutions of the European Parliament on Ukraine, in particular resolutions of February 6 and on February 27, 2014, the resolution of the European parliament on the Russian aggression against Ukraine of March 13, 2014, the conclusions of the Council of the European Union approved on December 10, 2012, on January 20, on February 10 and on February 20 on March 3, 2014 at meeting of Ministers of Foreign Affairs of member states of the European Union and also the statement of the European Council of March 6, 2014,
considering that Ukraine and the European Union initialed on March 30, 2012 the Agreement on association between Ukraine, on the one hand, and the European Union, European Atomic Energy Community and its state members, on the other hand, which is directed to strengthening in Ukraine of values of democracy and supremacy of law, joint with the European Union, upgrade of all spheres of life of the state and their gradual reduction in compliance with standards of the European Union,
in view of the offer of the European Commission of March 5, 2014 on forming of packet of financial aid for Ukraine,
considering the decision of the Council of the European Union No. 2014/119/CFSP of March 5, 2014 and the corresponding Regulations about application of sanctions against the former Ukrainian officials involved in violence in Ukraine and assignment of public funds,
recognizing need of urgent completion of the I (legislative) stage of the Action plan on liberalization of the visa regime by the European Union for Ukraine provided by the European Union Ukraine at the end of 2010 and bystry accomplishment of the II stage of this Action plan for the purpose of the fastest establishment of mutual visa-free regime between Ukraine and the European Union,
emphasizing that democracy, supremacy of law, strict respect for human rights and ensuring its fundamental freedoms are the main principles of domestic policy of Ukraine for which approval and development activities of public authorities and local government bodies shall go,
proceeding from the fact that determination of fundamentals of foreign and domestic policy of the state belongs to powers of the Verkhovna Rada of Ukraine under article 85 of the Constitution of Ukraine
recommends:
I. to the acting president of Ukraine:
1. Urge the European Union to apply instantly all available leverage of rather Russian Federation in connection with its actions directed against the world, sovereignty, independence and territorial integrity of Ukraine.
2. Authorize the Prime Minister of Ukraine quicker to sign on behalf of Ukraine the Agreement on association between Ukraine, on the one hand, and the European Union, European Atomic Energy Community and its state members, from other party (regarding political association), after approval of the corresponding time frames.
II. To the Cabinet of Ministers of Ukraine:
1. Take the measures necessary for the conclusion and execution of the Agreement on association between Ukraine, on the one hand, and the European Union, European Atomic Energy Community and its state members, on the other hand, in particular to activate preparation of the Program of its realization and creation of national system of coordination of these activities.
2. Be determined rather technical and legal aspects of agreement signature about association between Ukraine, on the one hand, and the European Union, European Atomic Energy Community and its state members, on the other hand, regarding creation of the profound and comprehensive free trade area.
3. Take measures for completion of the I (legislative) stage of the Action plan for liberalization of visa regime by the European Union for Ukraine, in particular:
1) to complete accomplishment of tasks on implementation of biometric travel documents, the solution of question of provision of free medical care to persons who addressed for international protection in Ukraine, and also regarding determination of additional and temporary protection, reduction of the institutional constituting personal data protection in compliance with the legislation of Ukraine;
To submit 2) for consideration of the Verkhovna Rada of Ukraine drafts of the laws of Ukraine on modification of legal acts of Ukraine concerning prevention and counteraction of discrimination in Ukraine, and also concerning realization of the state anti-corruption policy, to consider the corresponding recommendations stated in the Third report of the European Commission on accomplishment of the Action plan by Ukraine on liberalization of visa regime by the European Union for Ukraine of November 15, 2013;
3) within one month after acceptance by the European Union the decision on transition of Ukraine to the II stage of accomplishment of the Action plan on liberalization of visa regime by the European Union for Ukraine to submit in accordance with the established procedure for consideration of the President of Ukraine the disaggregated action plan on completion of this Plan approved with Side of the European Union.
4. Activate negotiations with the European Union on growth in volumes of the sectoral budget support provided to Ukraine including benefits on implementation of future Agreement on association between Ukraine, on the one hand, and the European Union, European Atomic Energy Community and its state members, on the other hand, with use of tools preintroductory the help of the European Union to candidate countries.
5. Handle to the European Union, international financial institutions and other donor countries request of the fastest convocation of the international donor conference for the purpose of attraction of financial resources on the purpose of reforms in Ukraine under the Agreement on association between Ukraine, on the one hand, and the European Union, European Atomic Energy Community and its state members, on the other hand.
6. Provide interaction with institutes of the European Union and its state members on assistance and return to Ukraine of the means received in the illegal way.
7. Continue negotiations with the European Union and its state members, and also the third countries for the purpose of diversification of sources and ways of deliveries of energy carriers to Ukraine, including with use of supply capacities of gas from the countries of Central Europe through GTS of Ukraine in the reverse mode.
8. Provide the fastest agreement signature between Ukraine and the European Union about General aviation space.
