About approval of standards of the state services in the field of archiving

1. Approve enclosed:

1) standard of the state service "Issue of Archival References";

2) standard of the state service "Apostilization of Archival References and Copies of the Archive Documents Coming from the Public Records Offices of the Republic of Kazakhstan and Directed Abroad".

2. This resolution becomes effective after ten calendar days after day of its first official publication.

Standard of the state service "Issue of Archival References"

1. General provisions

1. The state service "Issue of Archival References" (further - the state service).

2. The standard of the state service is developed by the Ministry of Culture and information of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears Committee of information and archives of the Ministry, local executive bodies, public institution "National archive of the Republic of Kazakhstan", the central Public Records Offices, the Public Records Offices of areas, cities, areas and their branches (further - the service provider).

Documents acceptance and issue of results of rendering the state service are performed through:

1) service provider;

2) the Republican state company on the right of economic maintaining "Service center of the population" of Committee on control of automation of the state services and coordination of activities of service centers of the population of the Ministry of transport and communication of the Republic of Kazakhstan (further - TsON);

3) the web portal of "the electronic government" www.e.gov.kz (further - the portal).

4. Term of rendering the state service:

1) from the moment of delivery of document package to the service provider, in TsON, and also in case of the address on the portal - 15 (fifteen) calendar days.

The state service is rendered on free basis to physical persons and legal entities (further - uslugopoluchatel) based on archive documents concerning social and legal nature: confirmation of working life and the size of the salary, age, education and qualification, rewarding with the state and departmental awards, transfers of pension contributions and social assignments, assignments of academic degrees and ranks, stays on treatment, in detention centers, evacuation and rehabilitation, in zones of ecological catastrophe, about violent stealing and repatriation, acts of civil status, property rights.

8. Working schedule:

1) the service provider - it is placed on Internet resource of the Ministry: www.mki.gov.kz, in the Section "State Services". The state service is rendered in turn, without making an appointment and the accelerated servicing;

2) TsONa - Monday through Saturday inclusive, from 9:00 till 20:00 o'clock without interruption for lunch, except days off and holidays, according to the labor law of the Republic of Kazakhstan. The state service is rendered according to the procedure of "electronic queue" without the accelerated servicing, in case of desire of uslugopoluchatel, possibly "booking" of electronic queue by means of the portal;

3) the portal - round the clock (except for the technical breaks connected with carrying out repair work).

the identity document of uslugopoluchatel and (or) the document certifying powers of the authorized representative (for identification of the identity of uslugopoluchatel);

the filled-in application form in any form, with indication of data which need to be confirmed for uslugopoluchatel, and also IINA, the postal address, contact telephone number;

2) in TsON:

In case of documents acceptance through TsON the receipt on acceptance of the relevant documents is issued to uslugopoluchatel with indication of:

numbers and dates of reception of an application;
