About approval of the Regulations on Development department of forest ecosystems of the State agency of environmental protection and forestry under the Government of the Kyrgyz Republic

1. Approve:

- Regulations on Development department of forest ecosystems of the State agency of environmental protection and forestry under the Government of the Kyrgyz Republic according to appendix 1;

- the scheme of management of Development department of forest ecosystems of the State agency of environmental protection and forestry under the Government of the Kyrgyz Republic according to appendix 2.

2. To the state agency of environmental protection and forestry under the Government of the Kyrgyz Republic in a month:

- in accordance with the established procedure to provide carrying out the state re-registration of Development department of forest ecosystems of the State agency of environmental protection and forestry under the Government of the Kyrgyz Republic in judicial authorities;

- take the necessary measures following from this resolution;

- provide the decisions according to this resolution.

3. Declare invalid the order of the Government of the Kyrgyz Republic "About approval of the Regulations on Department of forest ecosystems of the State agency of environmental protection and forestry under the Government of the Kyrgyz Republic" of May 28, 2012 No. 333.

4. This resolution becomes effective from the date of official publication.

5. To impose control of execution of this resolution on department of agro-industrial complex and ecology of Government office of the Kyrgyz Republic.

Regulations on Development department of forest ecosystems of the State agency of environmental protection and forestry under the Government of the Kyrgyz Republic

1. General provisions

1. The development department of forest ecosystems of the State agency of environmental protection and forestry under the Government of the Kyrgyz Republic (further - Department) is subordinated division of the State agency of environmental protection and forestry under the Government of the Kyrgyz Republic.

2. The department in the activities is guided by the Constitution of the Kyrgyz Republic, the laws of the Kyrgyz Republic, other regulatory legal acts of the Kyrgyz Republic, international treaties which came in the procedure established by the law into force which participant is the Kyrgyz Republic, orders of the State agency of environmental protection and forestry under the Government of the Kyrgyz Republic (further - the Agency), and also this Provision.

- providing proper high-quality condition of forest ecosystems, increase in amount of forests of the territory of the republic, development of innovative methods of management in forest industry;

- ensuring accounting, assessment of condition of forest resources, regulations of use of forest resources;

- prevention of impact of possible negative effects of realization of the planned management, economic and other activity on forest ecosystems;

- ensuring support of carrying out by forest users of the forestry and landscape actions directed to protection of the wood from the fires and forestry violations, protection of the wood against wreckers and diseases, development of forest ecosystems and rational use of wood and not wood resources of the wood;

- the paragraph of the sixth of Item 8 ceased to be valid according to the Order of the Government of the Kyrgyz Republic of 15.12.2016 No. 681

- ensuring availability of information and participation of all concerned parties in acceptance and implementation of ecologically significant decisions.

4. Functions of Department

9. The department for implementation of the tasks performs the following functions:

- develops and makes offers in the Agency:

concerning integrated management of forest industry and rational forest utilization;

according to drafts of state programs in the field of forest management, protection, preserving, reproduction and rational use of forest resources;

- participates according to the purpose and tasks of Department in implementation of the international treaties which became effective in accordance with the established procedure which participant is the Kyrgyz Republic;
