Standard of the state service "Certification of the Experts Who Are Carrying Out Expert Works and Engineering Services in the Sphere of Architectural, Town-planning and Construction Activities"

1. General provisions

1. The state service "Certification of Experts, on the Right of Implementation of Expert Works and Engineering Services in the Sphere of Architectural, Town-planning and Construction Activities" (further - the state service).

2. The standard of the state service is developed by the Ministry of regional development of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears Committee on cases of construction and housing and communal services of the Ministry, territorial subdivisions of Committee on cases of construction and for construction and housing and communal services of the Ministry (further - the service provider).

Documents acceptance and issue of results of rendering the state service are performed through:

1) office of territorial subdivisions of Committee on cases of construction and housing and communal services of the Ministry and the E-litsenzirovaniye web portal of www.elicense.kz (further - the portal);

4. Term of rendering the state service:

1) from the moment of delivery of document package to the service provider, and also in case of the address on the portal - 51 (fifty one) working days;

In case of the request for receipt of the certificate on paper, the certificate is drawn up in electronic format, unpacked and certified by seal and the authorized signature of the service provider.

7. The state service is rendered to physical persons (further - uslugopoluchatel) on free basis.

8. Working schedule:

1) the service provider - Monday through Friday, from 9:00 till 18:30 o'clock, with lunch break from 13:00 till 14:30 o'clock, except days off and holidays, according to the labor law of the Republic of Kazakhstan. The state service is rendered in turn, without making an appointment and the accelerated servicing;

2) the portal - round the clock (except for technical breaks in connection with carrying out repair work).

9. List of the documents necessary for rendering the state service in case of the address of uslugopoluchatel:

1) to the service provider:

the statements from acts of the employer confirming origin and the termination of employment relationships on the basis of the conclusion and the termination of the employment contract;

the record of service (the list of data on work, labor activity of the worker) signed by the employer, certified by seal of the organization or notarially;

the archival reference containing data on labor activity of the worker;

the notarial attestation of documents is not required in case of representation by uslugopoluchatel (expert) of the original document for reconciliation to the authorized employee of the service provider;

2) on the portal:

the request in electronic form certified by the digital signature of uslugopoluchatel (further - the EDS);

notarially attested copy of the diploma about higher education (in the presence of academic degree and academic status - it is attached in the form of the electronic copy of documents to electronic request);
