According to the subitem 25) Item 2 of article 12 of the Law of the Republic of Kazakhstan "About highways" PRIKAZYVAYU:

1. Approve the enclosed classification of the work types which are carried out in case of content, the current, average and capital repairs of highways and management of road assets.

2. To committee of highways of the Ministry of Transport and Communications of the Republic of Kazakhstan (Saginov Z.S.) provide:

1) in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, official publication in mass media, including on Internet resource of the Ministry of Transport and Communications of the Republic of Kazakhstan, and placement it on the intranet portal of state bodies;

3) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, the direction of the copy on official publication in information system of law of Adilet of the republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan";

4) submission to Legal department of the Ministry of Transport and Communications of the Republic of Kazakhstan of data on state registration and about the direction on publication in mass media within 5 working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan.

3. Recognize invalid some regulatory legal acts according to the list of the regulatory legal acts of the Minister of Transport and Communications of the Republic of Kazakhstan recognized invalid, given in appendix to this order.

4. To impose control of execution of this order on the Vice-Minister of Transport and Communications of the Republic of Kazakhstan Pshembayev M. K.

5. This order becomes effective after ten calendar days after day of its first official publication.

Classification of the work types which are carried out in case of content, the running, medium and major repair of highways and management of road assets

Chapter 1. General provisions

1. This classification of the work types which are carried out in case of content, the current, average and capital repairs of highways and management of road assets (further - Classification) determines work types, carried out in case of content, the current, average and capital repairs of highways and constructions on them.

2. In this Classification the following main determinations are used:

1) road tunnel (further - tunnel) - underground (or underwater) the engineering construction intended for the omission (drive) of vehicles for the purpose of overcoming high-rise or planimetric obstacles;

2) scientific and technical maintenance of road objects - complex of the works of scientific and methodical, expert and control, information analytical nature which are carried out for ensuring implementation of new technologies and materials during the designing and construction, reconstruction, content, the current, average and capital repairs of highways, bridges and road constructions, performed by the scientific organization in the road industry having accreditation as the subject of scientific and (or) scientific and technical activities and the relevant production base;

3) management of operation of highways and constructions on them - complex of the organizational and regulating works on ensuring required technological level and transport and operational condition of highways and constructions on them;

4) certification of highways and constructions on them - technical accounting of highways and artificial road features with creation of log book and forming of base of road data;

5) monitoring of condition of highways and constructions on them - system of observations and control, assessment and the forecast of possible anthropogenous changes of their condition as a result of operation and environmental activity;

6) the program of assessment of safety of highways - the independent automated examination on the special vehicle which equipment allows to evaluate risks of safety for each participant of traffic by results of which the rating of safety of roads on the card of road net is made (from one to five) investment plans of elimination of places of concentration of the road accidents are developed (further - road accident) and indicators of road safety after their elimination are traced, and also training, technologies and support at the state, regional and local levels is provided;

7) the highway - the complex of the engineering constructions intended for movement of cars, providing continuous, safe motion of cars and other vehicles with the established speeds, loadings, dimensions and also the sites of lands provided for placement of this complex (the earth of transport) and airspace over them within the established dimension;

8) running repair of the highway - complex of the works performed according to the procedure of the prevention of emergence of emergency situations, defects on highways, and also the urgent recovery and repair of the highway which are carried out during the whole year, including actions for repair of the destroyed sites which are carried out by route method;

9) diagnostics (assessment of technical condition) of the highway - inspection, collection and information analysis about parameters and condition of structural elements of the highway and road constructions, characteristics of transport flows, and if necessary and other information for determination of need for repair actions, and also assessment and the forecast of condition of the highway in the course of its further operation;

10) route method of repair of the highway - complex of the repair work performed on route including works on liquidation of defects, dangerous to traffic circulation, and on recovery of flatness of road carpet on local sites;

11) major repair of the highway - complex of works on recovery and (or) improvement of transport utilization properties of the highway without change of the existing technical category;

12) content of the highway - complex of works on maintenance of proper technical condition of the highway, assessment of its technical condition, and also on the organization and safety control of traffic;

13) medium repair of the highway - complex of the works connected with recovery of initial operational qualities of the highway and road constructions;

14) Item of collection of payment - the check point equipped with engineering devices, allowing to identify vehicles, and also to control and organize process of collection of payment from users with use of different payment methods;

15) prevention - the package of measures for prevention of development of damages and defects by work on elimination or delay of their development which is not requiring development of the project documentation;

16) emergency congress - the construction intended for safety of stop of the vehicle in case of refusal of its brake system;

17) ditch - the geotechnical construction serving for collection and water drainage from surface;

18) stopping site - specially equipped site in places of stops of route vehicles or the planned regular short-term stops of passenger and other cars;

19) the passenger shelter - the element of landing site for stop of route vehicles intended for protection of the people expecting it against precipitations and wind;

20) berma - the site arranged on surface of slope of embankment or dredging for the purpose of increase in general stability of slope and passes of machines in case of production of repair work on slope;

21) right of way - the earth of transport, occupied with highways, for placement of the corresponding structural elements and engineering constructions of the highway, and also the buildings, constructions, protective and decorative afforestations and devices of road communication necessary for their operation.

The size of right of way of the projectible highway public is established depending on its category according to regulations of allocation of land for highways public, namely: for roads of the I technical category - on 35 meters from axis of roads, for roads of the II technical category - on 20 meters, for roads of III technical category - on 15 meters, for roads of the IV technical category - on 13 meters, for roads of the V technical category - on 12 meters;

22) site of rest - the element of arrangement of the highway intended for short-term rest of drivers and passengers, check of condition of vehicles and loads, elimination of minor failures;

23) corrosion of covering - the surface damage of road carpet caused by impact of natural factors or use of salts for fight against ice;

24) the crosswalk - the engineering construction or the site of the carriageway designated by route signs and/or road marking for movement of pedestrians across the road;

25) the sidewalk - the engineering construction having advanced covering intended for movement of pedestrians in settlements placed in right of way and on subgrade or roadside strip of the highway and also part of the road on bridge and other artificial features;

26) washout of subgrade - destruction of subgrade surface waters, is frequent on roadsides. Is eliminated with clearing and addition of soil;

27) chip (oblamyvaniye) of edges - destruction of edges of seams and corners of plates of cement-concrete covering, destruction of edges of road carpets of nonrigid type in places of their interface to roadsides;

30) hardware and software system of collection of fare - set of the equipment, the software and elements of the highway intended for collection of fare;

31) roadside strips - the sites of lands adjoining right of way of highways in which borders special conditions of use of the earth for safety control of traffic circulation and the population are established;

For the international and republican highways public width of roadside strip from each party shall be at least 50 meters, considering from border of right of way.

For highways public of regional and district value width of roadside strip from each side of the road shall be at least 40 meters, considering from border of right of way;

32) objects of roadside service - buildings and constructions (motels, hotels, campings, service stations, gas stations, feeding centers, trade, communication, medical care, objects of outdoor (visual) advertizing and other objects of services) located on roadside strip and intended for servicing of participants of traffic along the line;

33) the road database - the information system of authorized state body, open for users of highways, on highways containing information on transport and operational condition of highways;

34) road carpet - one or multilayer top of road clothes arranged on the road basis, which is directly perceiving loadings from vehicles and intended for providing the set operational communication requirements and protection of the road basis against impact of atmospheric factors;

35) defects of road carpet - destructions and deformations of covering caused by impact of loadings of vehicles and climatic factors in case of which emergence values of one or several critical parameters of covering go beyond tolerance limitss;

36) cracks of road carpet - deformation of covering in the form of narrow longitudinal and cross gaps of covering on different depth;

37) roughness of road carpet - surface roughnesses of road carpet with lateral dimensions more than 500 millimeters and the depth dimensions exceeding admissions of design technical specifications;

38) safety management by road net - the procedure of systems analysis of road net, carried out by owners of roads, for determination of sites with high level of the road accident and their classification expected reducing losses by results of their liquidation for the purpose of forming of the priority list of sites of concentration of the road accident requiring first-priority financing;

39) roadwork - the works performed in case of construction, reconstruction, repair and content of highways;

40) the strategy of roadwork - complex of the most effective long-term technical solutions and corrective actions on safety and improvement of transport and operational condition of highway network and road constructions in case of rational use of the allocated resources;

41) road accident - the event which arose in the course of movement on the road of the vehicle and with its participation, entailed damnification to health, the death of the person, damage of vehicles, constructions, loads or other material damage;

42) in-depth study of road accident - the procedure of the independent technical and psychological analysis determining the reason of injuring and death of people in each road accident including shortcomings of road design, vehicle design, behavior of the person or animal, and also acceptance of the adjusting measures directed to prevention of similar cases of road accident with heavy effects;

43) management of places of concentration of road accident - the procedure of determination and the analysis of places of concentration of road accident the efficiency evaluation of such measures with determination of potential economy of the losses connected with road accident by results which owners of roads take measures for their liquidation is carried out;

44) traffic security audit - the procedure of independent examination of the project of reconstruction, construction, major repair of highways and works on road safety for the purpose of early detection and elimination of the defects allowed in case of their planning and designing which will create risks in the field of traffic at operational phase;

45) inspection of traffic safety - the procedure of independent examination of highways at production phase of roadwork, their opening, initial operation and operation, for identification and elimination of risks in the field of traffic;

46) traffic safety management - management of activities for safety control of traffic in the course of performance of work and the solution of tasks for achievement of effective objectives on decrease in road accident and weight of their effects on the basis:

analysis and forecasting of situation;

planning and organization of events;

motivations of employees;
