1. Approve Veterinary sanitary standard about the state of health of animals during the importing and transit of certain live hoofed animals it (is applied).
2. To impose control over the implementation of this Resolution on the National agency on safety of food.

1. The veterinary sanitary standard about the state of health of animals during the importing and transit of certain live hoofed animals (further - this Regulation) establishes requirements to health of animals during the importing and transit of certain live hoofed animals.
2. The concepts used in this Regulation have the following values:
live hoofed animals are the animals of taxon, group, family and sort/type specified in appendix No. 1 to this Regulation;
the authorized country - any country or any its part included in the list of the countries from which import and transit of live hoofed animals in/through the Republic of Moldova is resolved;
the official veterinarian - any veterinarian appointed by competent veterinary and sanitary authority for conducting official check of live hoofed animals, veterinary and sanitary inspections and veterinary and sanitary certification in the exporting and importing country.
3. Competent veterinary and sanitary authority (The national agency on safety of foodstuff):
1) is authorized by import and transit of certain live hoofed animals from all territory of other countries or their parts depending on:
a) the states of health of animals in the exporting country;
b) the guarantees provided by this country;
c) procedure for application and implementation by the authorized country in the territory of relevant international standards, in particular the International epizootic bureau (further - MEB);
d) principle of regionalization;
e) conditions of health of animals when importing from other countries;
Develops 2), updates and will promulgate the list of the countries or their parts from which import and transit of the certain live hoofed animals specified in this Regulation and also samples of clean bills of health of animals is resolved;
Stops 3) or cancels authorization on import and transit of certain live hoofed animals if the state of health of animals in the exporting country does not correspond to this Regulation provisions.
4. In case of creation or change of the list of the exporting countries the competent veterinary and sanitary authority considers:
1) the state of health of pogoloviya of animal, other pets and wild fauna in the exporting country, paying special attention on diseases of exotic animals and all aspects of the general state of health of animals and the environment in this country, in that degree in which this condition can constitute health hazard of animals and the environment in the country of destination;
2) the legislation concerning health and wellbeing of animals in the exporting country;
3) organizational work of competent veterinary and sanitary authority and its inspection services, prerogatives of these services, procedure for their supervision, and also means which have, including from the point of view of pogoloviya and laboratory potential, for proper application of the relevant legislation in the regulated area;
4) the guarantees provided by competent veterinary and sanitary authority to the exporting country concerning observance of requirements to health of the animals provided in this Regulation or application of equivalent conditions;
5) membership of the exporting country in MEB, regularity and speed with which this country provides information on availability of infectious or contagious diseases of animals in its territory, in particular the diseases inventoried by MEB;
6) guarantees of rather direct provision of information to the international organizations transferred by the exporting country:
a) in the first 24 hours in case of confirmation of availability of any of the diseases listed in appendix No. 2 to this Regulation and also any changes in policy of vaccination against these diseases;
b) during the corresponding period of time, in connection with any offered changes to regulations about the state of health of the live hoofed animals in particular touching import;
c) in regular intervals, concerning the state of health of animals in its territory;
7) any accumulated experience in the field of import of the live animals coming from exporting countries and results of the inspections which are carried out when importing;
8) results of check and/or the audits booked in the exporting country in particular results of assessment of competent veterinary and sanitary authorities or the submitted report this body about performed;
9) content of the existing rules in the exporting country concerning fight against infectious or contagious diseases at animals and their prevention, including regulations when importing from other countries, and also application of these regulations.
5. During the importing and transit of live hoofed animals certain specific requirements to health of animals taking into account the following elements are established:
1) certain type of animals;
2) age and sex of animals;
3) appointment or purpose of use of animals;
4) measures which should be applied after import of animals;
