About obligations of the Prime Minister and deputy prime ministers

For the purpose of effective implementation by the Government of the prerogatives established by the Law No. 64-XII of May 31, 1990 on the Government (repeated publication: The official monitor of the Republic of Moldova, 2002, Art. No. 131-133, 1018), with subsequent changes and amendments, DECIDES: the Government

1. Approve the following distribution of obligations between the Prime Minister and deputy prime ministers:

1) Prime Minister:

a) directs the Government and coordinates activities of his members for accomplishment of the functions assigned to them;

b) coordinates activities for planning and implementation public the politician according to priorities of the program of board;

c) performs coordination and monitoring of the relations with international financial institutions, the donor countries, including technical assistance, grants and external credits granted to the Republic of Moldova;

d) manages personnel policy in public service and activities for enhancement of system of the central public management, and also coordinates accomplishment of warrants of law of the Government in the relations with bodies of local public authority;

e) coordinates activities of the central industry bodies of public management which competence includes law enforcement, in particular, observance of the rights and freedoms of citizens, maintenance of public order and fight against crime, safety and defense capability of the country, bodies pursuing policy of the state in the field of education, public finance, civil aviation, forest and hunting economy, and also the body performing policy of the state in the field of the state and mobilization reserves;

f) coordinates the questions connected with activities of the Ministry of Finance, Ministry of Public Education, Ministry of Justice, Ministry of Internal Affairs, Ministry of Defence, National center for fight against corruption, the Moldsilva Agencies and Organa of civil aviation;

g) provides interaction with National Bank of Moldova, the National commission on securities, other financial bank institutions, and also with the bodies of the public power and non-governmental organizations operating in the field of protection of human rights and freedoms and advancing democratic values;

h) in the situations of the maximum urgency caused by exceptional circumstances disposes about issue of goods from the state and mobilization reserves of the Agency of material reserves under the Ministry of Internal Affairs, with immediate development and representation on approval of the order of the Government;

2) deputy prime minister, Minister of Foreign Affairs and European Integration:

a) coordinates activities of the central bodies of public management concerning international cooperation of the Republic of Moldova, cooperation with the international, regional and European organizations and realization of priority strategic objective - the European integration of the country;

b) coordinates implementation of foreign policy and promotion of bilateral and multilateral commercial, commercial, cultural and scientific ties with the states of the world;

c) provides coordinating of the actions connected with the state protocol according to the current legislation;

3) deputy prime minister, Minister of Economic Affairs:

a) directs activities of the Ministry of Economics and coordinates the questions connected with development of national economy including questions in the field of management of public property, infrastructures, tourism, regional development and construction, agricultural industry and the environment, land relations, geodesy, cartography and the inventory, and also protection of intellectual property;

b) coordinates the questions concerning activities of the Ministry of Agriculture and the food industry, the Ministry of Transports and Road Infrastructure, the Ministry of Regional Development and Construction, the Ministry of information technologies and communication, the Ministry of the environment, National bureau of statistics, the Agency of geodesy, cartography and the inventory, the Agency of tourism and the State agency of intellectual property;

c) provides effective cooperation between the central bodies of public management and Competition council, National regulation agency in power, the National agency on regulation in the field of telecommunication and informatics, Chamber of Commerce and Industry, and also non-governmental organizations on the questions concerning economic activity;

4) the deputy prime minister responsible for coordinating of activities in the social sphere:

a) coordinates activities in the field of science, youth, sport, culture, work, health care, social protection, the humanitarian assistance, the interethnic relations;

b) coordinates activities of the Ministry of youth and sport, the Ministry of Culture, Ministry of Labour, Social Protection and Family, Ministry of Health, Bureau of the interethnic relations, the Public archive agency;

c) provides interaction with Academy of Sciences of Moldova, National confederation of patronages of the Republic of Moldova and National confederation of labor unions of Moldova in the field of partnership and social dialogue, Coordination council on television and broadcasting, and also provides with the mass media and the creative unions, other non-governmental organizations operating in the social sphere cooperation with the international organizations in the field;

5) deputy prime minister responsible for realization of policy on reintegration of the country:

a) the politician in the field of territorial, political, economic and social reintegration of the Republic of Moldova coordinates activities of bodies of public management for realization, and also will approve with these politicians of action at the international level and within budget and financial process;

b) performs functions of the representative on policy issues in settlement process of the Dnestr conflict from the Republic of Moldova; represents the Moldavian authorities at the negotiations and consultations concerning reintegration of the country; maintains the relations with relevant international organizations in competence;

c) cooperates with non-governmental organizations and the donor organizations for the purpose of promotion of democratic values and recovery of single political, social, cultural, economic and legal space of the Republic of Moldova.
