Regulations on the Interdepartmental commission on preparation and holding the international interregional economic forums

1. The interdepartmental commission on preparation and holding the international interregional economic forums (further - the Commission) is the collegiate organ coordinating activities of federal executive bodies and executive bodies of subjects of the Russian Federation for preparation and holding annual international interregional economic forums (further - forums).

2. The commission in the activities is guided by the Constitution of the Russian Federation, the Federal constitutional Laws, the Federal Laws, acts of the President of the Russian Federation and the Government of the Russian Federation, and also this Provision.

3. Tasks of the Commission are:

a) development and approval of subject and format of forums, and also the events held within the forums;

b) ensuring coordination of activities of federal executive bodies and executive bodies of subjects of the Russian Federation according to the operational solution of the tasks connected with preparation and holding forums including financial provision;

c) control of accomplishment of the decisions made following the results of holding forums.

4. The commission for the purpose of the solution of the tasks facing it has the right:

a) request from federal executive bodies and executive bodies of subjects of the Russian Federation reference materials and information on the questions which are within the competence of the Commission;

b) create the working groups on preparation of separate international interregional forums with participation of representatives of executive bodies of the government of subjects of the Russian Federation;

c) invite heads and (or) authorized representatives of federal bodies of the government and public authorities of subjects of the Russian Federation to the meetings.

5. The commission is created as a part of the commission chairman, the vice-chairman of the Commission, the responsible secretary of the Commission and members of the commission.

The structure of the Commission affirms the Government of the Russian Federation.

6. Commission sessions are held as required.

7. Commission sessions are conducted by the commission chairman or according to its order the vice-chairman of the Commission.

8. The agenda of commission sessions, the place and procedure for their carrying out are determined by the commission chairman.

9. Responsible secretary of the Commission:

a) will organize information and analytical and organizational technical training of commission sessions, including:

prepares materials for commission session and drafts of the made decisions;

informs the members of the commission and persons invited to commission session on date, the place and time of its carrying out, on the questions included in the agenda of commission session;

brings decisions of the Commission to the interested federal executive bodies and executive bodies of subjects of the Russian Federation;

b) provides control over the implementation of decisions of the Commission;

c) carries out other obligations at the request of the commission chairman or his deputy.

10. Commission session is considered competent for decision making if at it there is more than a half of her members.

Decisions of the Commission are made by a simple majority vote the members of the commission who are present at meeting. In case of equality of votes the chairman's voice at meeting is decisive.

The decisions made on commission session are drawn up by the protocol which is signed by the commission chairman or his deputy presiding over meeting.

11. The decisions made by the Commission are led up to the interested federal executive bodies, executive bodies of subjects of the Russian Federation.

12. Organizational technical supply of activities of the Commission performs the Ministry of Economic Development of the Russian Federation.
