About measures for ensuring target use of free aid

For the purpose of ensuring strictly target use of the free aid given to the Republic of Uzbekistan by the states, the governments of the states, the international and foreign government organizations, foreign citizens, and also the international and foreign non-governmental organizations, the Cabinet of Ministers decides:

1. ceased to be valid

2. Confer responsibility for coordination of the questions connected with:

implementation of humanitarian projects, and also distribution and control of target use of loads of the humanitarian assistance in the Republic of Uzbekistan, - on the Secretariat concerning education, health care, culture, youth, spirituality and public organizations, supports waved both families of the Cabinet of Ministers of the Republic of Uzbekistan and the Ministry of Finance of the Republic of Uzbekistan;

control of target use of means of technical assistance, - on the Ministry of Finance.

3. Strictly forbid commercial use of the goods which arrived to the Republic of Uzbekistan within the humanitarian assistance and non-paid technical assistance.

In case of sale, transfer to lease or other inappropriate use of the specified goods perpetrators are brought to strict liability according to the legislation.

4. To social complex of the Cabinet of Ministers in two weeks to submit for approval of the Cabinet of Ministers updated structure of the permanent working group on the humanitarian assistance, having included in it in addition specialists of the Ministry of Finance, State Customs Committee and State Tax Committee of the Republic of Uzbekistan.

5. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent, the Ministry of Health, the Ministry of Labour, the Ministry of Education of the Republic of Uzbekistan and other interested ministries and departments to form respectively the territorial and industry commissions on the humanitarian assistance taking into account the approved Regulations on procedure for control of acceptance, accounting, address distribution and target use of loads of the humanitarian assistance and monitoring of humanitarian projects.

6. Ceased to be valid according to the Resolution of the RUZ Cabinet of Ministers of 01.11.2012 No. 313

7. To the Ministry of Foreign Affairs of the Republic of Uzbekistan to provide execution of entrance visas to the persons accompanying loads of the humanitarian assistance and participating in projects implementation of free aid without collection of the consular fees.

8. To the Ministry of Internal Affairs of the Republic of Uzbekistan:

ensure safety of loads of the humanitarian assistance in case of their transportation on the territory of the Republic of Uzbekistan;

perform provision and prolongation of Multi-visas, to make temporary registration and its prolongation to the foreign citizens working within programs of free aid without collection of the state fees.

9. Recognize invalid decisions of the Government of the Republic of Uzbekistan according to the appendix N3.

10. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan Sultanov U. T.
