1. Approve the enclosed standard of the state service "Issue to the Exporter of Grain of Confirmation about Observance by the Exporter of Grain of Obligations on Supply of Grain to the State Resources of Grain".

2. Declare invalid the subitem 14) of Item 1 of the order of the Government of the Republic of Kazakhstan of August 31, 2012 No. 1108 "About approval of standards of the state services in the field of agricultural industry and modification of the order of the Government of the Republic of Kazakhstan of July 20, 2010 No. 745 "About approval of the register of the state services rendered to physical persons and legal entities" (SAPP of the Republic of Kazakhstan, 2012, No. 67, the Art. 973).

3. This resolution becomes effective after ten calendar days after day of its first official publication.

Standard of the state service "Issue to the Exporter of Grain of Confirmation about Observance by the Exporter of Grain of Obligations on Supply of Grain to the State Resources of Grain"

1. General provisions

1. The state service "Issue to the Exporter of Grain of Confirmation about Observance by the Exporter of Grain of Obligations on Supply of Grain to the State Resources of Grain" (further - the state service).

2. The standard of the state service is developed by the Ministry of Agriculture of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears Committee of the state inspection in agro-industrial complex of the Ministry (further - the service provider), including through the web portal of "the electronic government": www.e.gov.kz (further - the portal).

Reception of applications and issue of results of rendering the state service are performed by office of the service provider and through the portal.

4. Terms of rendering the state service:

1) from the moment of delivery of document package to the service provider, and also in case of the address on the portal - within 3 (three) working days;

2) the most allowed time of expectation for delivery of packet of documents - no more than 30 (thirty) minutes;

3) the most allowed time of servicing - no more than 30 (thirty) minutes.

5. Form of rendering the state service: electronic (partially automated) and (or) paper.

6. Result of rendering the state service - confirmation about observance by the exporter of grain of obligations on supply of grain to the state resources of grain (further - confirmation).

Form of provision of result of rendering the state service: paper.

7. The state service is rendered free of charge.

8. Working schedule:

1) the service provider - Monday through Friday from 9:00 till 18:30 o'clock, with lunch break from 13:00 till 14:30 o'clock, except days off and holidays, according to the labor law of the Republic of Kazakhstan. The state service is rendered in turn, without making an appointment and the accelerated servicing;

2) on the portal - round the clock (except for technical breaks in connection with carrying out repair work).

9. For receipt of the state service uslugopoluchatel or his representative to the address:

1) to the service provider submits the request in the form specified in appendix to this standard of the state service;

2) on the portal - the statement in electronic form, the uslugopoluchatel certified by the EDS.

The receipt on acceptance of the request is issued to Uslugopoluchatel with indication of:

1) numbers and dates of acceptance of the request;

2) type of required state service;

3) date (time) of receipt of the state service;

4) surnames, name, middle name (in the presence in the identity document) person who accepted documents;

5) surnames, name, middle name (in the presence in the identity document) (for physical persons) or names (for legal entities), contact information of uslugopoluchatel.

3. Procedure for appeal of decisions, actions (failure to act) of the central state bodies, service providers and (or) their officials concerning rendering the state service

Appeal of decisions, actions (bezdeystviye) of the service provider, and (or) his officials concerning rendering the state services: the claim is submitted addressed to the head of the service provider to the address: city of Astana, Ulitsa Kenesary 36, office 710, phone: 8 (7172) 55-59-03, and also addressed to the Minister of Agriculture of the Republic of Kazakhstan to the address: city of Astana, Ulitsa Kenesary 36, office 301, phone: 8 (7172) 55-57-63.

The claim is submitted in writing by mail or purposely through office of the service provider or the Ministry.

In the claim surname, the name, middle name (in the presence in the identity document), the postal address of uslugopoluchatel, date of submission of the claim and the signature of uslugopoluchatel are entered.

In case of submission of the claim the position, surnames and initials of officials whose actions or failure to act are appealed, motives of the address and requirement are specified.
