About measures for enhancement of procedure for import, transportation, storage and use in the Republic of Uzbekistan of explosives and blasting agents

For the purpose of safety, enhancement of procedure for import, transportation, storage and use in the Republic of Uzbekistan of explosives and blasting agents of industrial function (further - explosive materials), and also for the prevention of cases of loss, plunders, the Cabinet of Ministers decides uses of these materials in criminal objectives:

1. Approve:

The list of the explosive materials of industrial function which are subject to control when importing to the Republic of Uzbekistan according to appendix No. 1;

Ceased to be valid according to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 06.10.2018 No. 809

2. Determine that:

import to the Republic of Uzbekistan of explosive materials of industrial function is performed based on the permissions issued by the Ministry of Internal Affairs of the Republic of Uzbekistan to the legal entities performing activities in the field of turnover of explosive materials;

import to the Republic of Uzbekistan of explosive materials by physical persons, including in unaccompanied baggage, is forbidden;

the vehicles transporting explosive materials (in the presence of the import permit), are passed through check points on Frontier of the Republic of Uzbekistan in priority procedure (out of turn);

customs examination of explosive materials is made only in specially equipped places (storage locations of explosive materials);

No. 503 is excluded according to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 05.07.2018

explosive materials are transported in specially equipped vehicles and rail cars only under armed security forces of divisions of the Ministry of Internal Affairs of the Republic of Uzbekistan;

transportation of explosive materials by aircrafts of civil aviation in airspace of the Republic of Uzbekistan is strictly forbidden. In exceptional cases such transportation can be performed by transport aircrafts of civil aviation according to the separate decision of the Cabinet of Ministers of the Republic of Uzbekistan with observance of necessary security measures;

protection of warehouses of long-term storage of explosive materials is performed by divisions of the Ministry of Internal Affairs, protection of short-term, portable account and underground warehouses can be performed by divisions of the Ministry of Internal Affairs or the departmental militarized protection;

control of observance of statutory rules it is kneaded, storages, transportations and uses of explosive materials it is performed by the Ministry of Internal Affairs together with the State inspection Sanoatgeokontekhnazorat.

The purchase contracts and import of explosive materials concluded according to earlier passed decisions of the Cabinet of Ministers of the Republic of Uzbekistan are effective before obligation fulfillment on them.

3. Prohibit import to the territory of the Republic of Uzbekistan and use in case of production of explosive operation of devices of remote (contactless) blasting charge.

Resolve by way of exception the Navoiy Mining and Smelting Plant (NMSP) in coordination with the State inspection Sanoatgeokontekhnazorat import of the explosive equipment like "Druza-M" which is specially intended for remote initiation of blocks of borehole charges in Muruntau's career under working condition at the frequency permitted by the Center of electromagnetic compatibility of the Ministry of development of information technologies and communications of the Republic of Uzbekistan.

 Assign to management of NGMK (N. I. Kuchersky) the personal responsibility for import, accounting, storage and target use of this equipment with observance of security measures.

4. (Z. A. Almatov) together with the State inspection Sanoatgeokontekhnazorat (R. T. Saidov) to provide to the Ministry of Internal Affairs strict control of safety and target use of the devices of remote (contactless) blasting charge which are available in NGMK like "Druza-M".

5. Ceased to be valid according to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 06.10.2018 No. 809

6. The state inspection Sanoatgeokontekhnazorat (R. T. Saidov) together with the Ministry of Internal Affairs and the Ministry of Emergency Situations, the State Customs Committee of the Republic of Uzbekistan, Goskompriroda, GAZhK "Uzbekistan Temir Yullar", NAC Uzbekiston havo yullari, Gosavianadzor, NHK "Uzbekneftegaz", Goskomgeologiya, SAC of Uzavtoyul, Uzbekenergo, JSC Almalyksky MMC, "Navoiy MMC" to develop Uzbekvzryvprom taking into account modern requirements and conditions and to bring in accordance with the established procedure in the Cabinet of Ministers of the Republic of Uzbekistan:

in a month - the instruction about procedure for production, acquisition, storage, transportation, use and accounting of explosive materials, and also rules of transportation on the territory of the Republic of Uzbekistan of explosive materials in which to provide production requirements and procedure for execution of admissions to specialists;

till January 1, 2005 - single safety rules in case of production of explosive works.

At the companies making or using explosive materials to carry out certification of the personnel allowed to transportation, storage of explosive materials, destructive devices and production of explosive works to two-month time.

8. To the Ministry of Justice (Polvon-zoda A. A.) together with the ministries and departments to bring departmental regulations into accord with requirements of this resolution.

9. To impose control over the implementation of this resolution on the Prime Minister of the Republic of Uzbekistan Mirziyoev Sh. M. and the Secretary of National Security council in case of the President of the Republic of Uzbekistan Mirzayev R. E.
