About approval of the Standard regulations on the commission on civil protection

For the purpose of the organization and accomplishment of actions for Civil protection in all modes of functioning of the State system of Civil protection of the Kyrgyz Republic, according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve the enclosed Standard regulations on the commission on civil protection.

2. To plenipotentiaries of the Government of the Kyrgyz Republic in areas, local public administrations, local government bodies, the organizations and the companies of the Kyrgyz Republic, irrespective of patterns of ownership to take necessary measures for implementation of this resolution.

3. To the commissions on Civil protection quarterly to submit the report on the activities in the Interdepartmental commission on Civil protection of the Kyrgyz Republic.

4. This resolution becomes effective from the date of official publication.

5. To impose control of execution of this resolution on department of defense, law and order and emergency situations of Government office of the Kyrgyz Republic.

Standard regulations on the commission on civil protection

1. General provisions

1. The commission on civil protection created by the plenipotentiary of the Government of the Kyrgyz Republic in area, local public administration, local government body, and also organization and the company irrespective of patterns of ownership (further - KGZ), is the governing body of civil protection intended for the organization and accomplishment of actions for civil protection in the corresponding territory in all modes of functioning of the state system of civil protection.

The chairman of KGZ is the chief of civil protection - the plenipotentiary of the Government of the Kyrgyz Republic in area, the head of local public administration, local government body, the head of organization and company, irrespective of patterns of ownership, the tasks assigned to KGZ performing direct management in the corresponding territory and bearing the personal responsibility for accomplishment.

Working body of KGZ is the regional, city and district division of authorized state body in the field of civil protection.

2. Main objectives of KGZ

3. The main objectives of KGZ are:

- coordination of activities of the relevant territorial subdivisions of executive bodies, local government bodies in the sphere of civil protection;

- coordination of organization activity, organizations and companies, irrespective of patterns of ownership, local community in the sphere of civil protection;

- monitoring of holding actions for civil protection in the corresponding territory, including preparation and maintenance in readiness of necessary forces and means;

- organization of events on forecasting, the prevention and liquidation of emergency situations in the corresponding territory.

3. Functions and powers of KGZ

4. For accomplishment of the tasks of KGZ assigned to it in the corresponding territory performs the following functions:

- develops and performs monitoring of implementation of the actions plan on civil protection in the corresponding territory;

- will organize carrying out rescue and other urgent works with involvement of services and forming of civil protection, the organizations, the companies and organizations, irrespective of patterns of ownership, the population;

- will organize actions for liquidation of emergency situations and attraction of forming of civil protection, the organizations, companies and organizations, irrespective of patterns of ownership, local communities, the population for conducting rescue and other urgent works;

- will organize actions for mitigation of consequences of emergency situations, and also special preventive and liquidating events;

- coordinates activities for collection and distribution of the humanitarian assistance and the international emergency relief to the population which was affected by emergency situations;

- other functions which are established taking into account the tasks assigned to KGZ, depending on quantity located in the corresponding territory of potentially dangerous objects, risk of emergence of emergency situations, their possible consequences and other features;

5. KGZ within the competence has the right:

- request from local public administrations, local government bodies, local communities, the organizations, the companies and organizations, irrespective of the patterns of ownership located in the corresponding territory, necessary information for organization of events on ensuring civil protection;

- make decisions in the field of civil protection, obligatory for accomplishment of executive bodies by territorial subdivisions, local government bodies, local communities, all organizations, companies and organizations, irrespective of patterns of ownership, located in the corresponding territory, and also citizens;

- hear at the meetings district services of civil protection, service of civil protection of the organizations, the companies and organizations, irrespective of patterns of ownership, KGZ of the area, KGZ of local government bodies about implementation of the actions plan on civil protection and to make relevant decisions;

- create expert and working groups (including permanent), from among members of KGZ and specialists of offices of plenipotentiaries of the Government of the Kyrgyz Republic in areas, local public administrations, local government bodies, the organizations, the companies and organizations, irrespective of patterns of ownership, and also independent experts for accomplishment of actions for civil protection;

- create groups of number of specialists of the relevant services which are part of KGZ for operational decision making on the happened emergency situation;

- make offers on accountability official, legal entities and physical persons for non-execution of the legislation of the Kyrgyz Republic in the field of civil protection for consideration of the relevant state bodies;

- in coordination with military commissariats to attract persons passing alternative (extra army) service in the organizations, organizations and the companies to holding actions for civil protection;
