About approval of the Regulations on technical inventory count and certification of the built apartment houses

For ensuring accomplishment of the Program of activities of the Government "European integration: Freedom, Democracy, the Welfare" for 2013-2014 and for the purpose of implementation of technical inventory count and certification of the built apartment houses on projects of mass series, and also accomplishment of complex rehabilitation of housing stock in the Republic of Moldova DECIDES: the Government

1. Approve Regulations on technical inventory count and certification of the built apartment houses it (is applied).

2. Recommend to bodies of local public authority to apply Regulations on technical inventory count and certification of the built apartment houses to implementation of works on technical inventory count and certification of housing stock of administrative and territorial units.

3. Observance of this provision is obligatory for all organizations, the companies, physical persons and legal entities, irrespective of pattern of ownership, departmental subordination, sources of financing realizing project, construction and investing activities in the territory of the Republic of Moldova.

4. The competent division of GU "Inventory of Real Estate" will manage the database by means of consecutive filling of the existing information for each considered house.

5. To assign monitoring and coordination of process of accomplishment of this resolution to the Ministry of infrastructure and regional development through National inspectorate for test authority.

Regulations on technical inventory count and certification of the built apartment houses

1. General provisions

1. This Provision establishes evaluation procedure of technical condition of the built apartment houses, an also compulsory provisions in relation to type, amount and the mode of performance of works on inspection, assessment of technical condition and certification of the existing apartment houses.

2. The terms used in this Provision mean the following:

technical inventory count - complex of works on inspection and determination of technical condition of the building and its operational parameters;

certification of the apartment house - creation of technical data sheet of the building - set of the technical documents relating to designing, construction, acceptance, operation and observation of behavior of construction in case of operation which cover all this, necessary for identification and determination of technical (physical) condition of the corresponding construction and its evolution in time;

tool inspection - inspection of the building by means of special watch facilities and measurement;

instrumental control - control of behavior of the building in case of operation by means of the gages and control used in this area;

operational term - the period of functioning of the building during which it effectively carries out the initial assignment.

3. Technical inventory count and certification of buildings is performed for the purpose of replenishment of the database about technical condition of structures, determinations of their suitability for further safe operation, need of accomplishment of repairs, reconstruction, thermal rehabilitation of apartment houses, strengthenings or demolition that comes to light in case of creation of technical data sheet of the building.

4. The database is created as a part of technical data sheet of the building which is stored at the owner of the building and at competent division of GU "Inventory of Real Estate", according to the regulating document NCM A.09.02-2005 "Maintenance, Repair and Reconstruction of Residential Buildings and Buildings of Utility and Welfare Assignment".

II. The purposes of reconstruction and procedure for technical inventory count and certification of the built apartment houses

5. Reconstruction of residential buildings pursues the aim of prolongation of operational term of buildings, elimination of moral and physical wear, increase in level of comfort and the standard of housing by means of improvement of technical condition and the equipment of apartments, complex upgrade of the technical and sanitary equipment, improvement of heattechnical quality of the protecting elements and architectural expressivity of facades.

6. The choice of the decision on reconstruction of the residential building shall be carried out in obligatory compliance with the concept of reconstruction of quarter, sector of the considered settlement.

7. For determination of technical solution for the purpose of prolongation of useful life of the buildings built on projects of mass series including reconstruction methods, technical expertize, technical inventory count and certification shall be carried out.

8. The technical inventory count including inspection and certification of buildings is carried out according to provisions of the current legislation by the certified technical experts and ad hoc commissions of project organizations. For accomplishment of separate categories of inspection also other specialized agencies are attracted on sub contracting.

9. Inspection is made in the amount necessary for creation of technical data sheet of the building. The prototype of technical data sheet is provided in appendix No. 2 to this Provision. Amount of works is determined in each case by ad hoc commission depending on building condition in ensemble, nature, degree and proportion of defects, partial destruction or separate elements.

Administrators (managing) of apartment houses, irrespective of legal form, shall apply this Provision to implementation of technical inventory count of housing stock and rebuilding project of apartment houses.
