About strengthening of customs control over the goods moved on the territory of the Republic of Uzbekistan
For the purpose of enhancement of customs control over transportations of foreign goods on the republic territory the Cabinet of Ministers decides:
1. Apply obligatory customs escort of the vehicles transporting foreign goods (including on the terms of transit) when moving between customs authorities, except as specified:
implementation of transportation of goods according to the Customs convention about international delivery of loads using the book of MDP (Geneva, on November 14, 1975);
implementation of transportation of import goods by national haulers in the vehicles equipped for transportation of goods under customs control in case of presentation of licensed card by them;
providing customs payment according to Chapter 47 of the Customs code of the Republic of Uzbekistan;
import to customs area of goods as the humanitarian assistance and technical assistance, and also the international mailings and courier delivery in the presence of supporting documents.
1-1. The amount of providing customs payment for release from customs escort shall correspond to the amount of customs payments and percent which would be subject to payment in case of the statement of the transported foreign goods in customs regime "release for free circulation (import)", without privileges and preferences.
The maximum amount of providing customs payment shall not exceed the amount in national currency of the Republic of Uzbekistan, equivalent to fifty thousand US dollars on one vehicle transporting foreign goods on the date of transportation implementation.
The amount of providing customs payment is determined by the authorized person.
At the same time the authorized person has the right to provide customs payment in maximum amount without determination of the amount of customs payments and percent which would be subject to payment in case of the statement of the transported foreign goods in customs regime "release for free circulation (import).
1-2. Providing customs payment for release from customs escort is represented in territorial administration of the State Customs Committee of the Republic of Uzbekistan in the territory of which the authorized person, in national currency of the Republic of Uzbekistan is registered.
1-3. The customs post through which import of foreign goods is performed has the right to refuse in writing release from customs escort in cases of unreasonable understating of the amount of providing customs payment, with indication of specific causes of failure.
1-4. The accounting treatment and control of providing customs payment in transit of foreign goods by means of interactive form of interaction with authorized persons is in real time determined by the State Customs Committee of the Republic of Uzbekistan together with the interested ministries and departments.
2. Determine that since June 1, 2004 customs duty for customs escort is levied in national currency of "bags" at the Central Bank rate of the Republic of Uzbekistan in the following sizes on the maturity day:
on distance to 200 km - 50 euros for one vehicle;
on distance over 200 km - 120 euros for one vehicle.
3. Ceased to be valid according to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 18.07.2018 No. 553
4. To the State Customs Committee of the Republic of Uzbekistan and GAZhK "Uzbekistan Temir Yullar" together with the interested ministries and departments to make offers on strengthening of control of transportations by railway transport of the goods specified in Item 1 of this resolution in a month.
5. To the State Customs Committee of the Republic of Uzbekistan, the interested ministries and departments together with the Ministry of Justice of the Republic of Uzbekistan to bring the departmental normative legal acts into accord with this resolution in a month.
6. Make changes to some decisions of the Government of the Republic of Uzbekistan according to appendix.
7. To impose control over the implementation of this resolution on the Deputy prime minister of the Republic of Uzbekistan Ganiyev E. M.
