Article 1. Subject of regulation of this Federal Law

This Federal Law governs the relations arising in connection with maintaining the state address register, implementation of operation of federal information address system, and also the relation on use of the data on addresses containing in the state address register.

Article 2. The basic concepts used in this Federal Law

For the purposes of this Federal Law the following basic concepts are used:

1) the address - the description of the location of object of addressing structured according to the principles of the organization of local self-government in the Russian Federation and including including the name of element of street road net and (or) the name of element of planning structure (if necessary) and also to identify the digital and (or) alphanumeric designation of object of addressing allowing it;

2) the state address register - the state information resource containing data on addresses;

3) object of addressing - the capital construction project, the parcel of land or other object provided by the list of objects of addressing established by the Government of the Russian Federation;

4) federal information address system - the federal state information system providing forming, maintaining and use of the state address register.

Article 3. The basic principles of maintaining the state address register, operation of federal information address system, use of the data on addresses containing in the state address register

Maintaining the state address register, operation of federal information address system, use of the data on addresses containing in the state address register are performed on the basis of the following principles:

1) unity of rules of assignment of addresses to objects of addressing and names to elements of street road net, elements of planning structure, change of such addresses and names, their cancellations;

2) ensuring reliability, completeness and relevance of the data on addresses containing in the state address register;

3) openness of the data on addresses containing in the state address register.

Article 4. Structure of the data on addresses containing in the state address register

1. Data on addresses and on details of documents on assignment, on change, cancellation of addresses are entered in the state address register. In case of change or cancellation of the address earlier entered in the state address register of the data on the address remain in the state address register.

1.1. The data on addresses containing in the state address register shall correspond to municipal legal acts, regulatory legal acts of the subject of the Russian Federation - the federal city of Moscow, St. Petersburg or Sevastopol, to the documents accepted by the organization recognized by managing company according to the Federal Law of September 28, 2010 No. 244-FZ "About the innovative center "Skolkovo" and also to the rules of assignment, change, cancellation of addresses established by the Government of the Russian Federation, including requirements to structure of the address.

2. Reliability, completeness and relevance of the data on addresses containing in the state address register are provided by local government body, public authority of the subject of the Russian Federation - the federal city of Moscow, St. Petersburg or Sevastopol or the organization recognized by managing company according to the Federal Law of September 28, 2010 No. 244-FZ "About the innovative center "Skolkovo", the placed such data. For non-stationing or untimely placement of data on addresses in the state address register, placement of the false (distorted) and (or) incomplete information on addresses in the state address register, untimely elimination of the discrepancies revealed by the operator of federal information address system specified regarding the 4th article 7 and part 6 of article 9 of this Federal Law or the untimely direction to the operator of federal information address system of this Federal Law of the motivated non-availability notice of discrepancies specified in part 5 of Article 7 officials of local government body, public authority of the subject of the Russian Federation - the federal city of Moscow, St. Petersburg or Sevastopol or the organization recognized by managing company according to the Federal Law of September 28, 2010 No. 244-FZ "About the innovative center "Skolkovo" representatives on accomplishment of the specified actions, bear responsibility in accordance with the legislation of the Russian Federation.

3. The operator of federal information address system bears responsibility for compliance of the data containing in the state address register, information provided to it according to this Federal Law public authorities and (or) the organizations for placement in the state address register.

Article 5. Powers of public authorities, local government bodies, organizations in the field of the relations arising in connection with maintaining the state address register, operation of federal information address system, use of the data on addresses containing in the state address register

1. The government of the Russian Federation performs in the field of the relations arising in connection with maintaining the state address register, operation of federal information address system, and also use of the data on addresses containing in the state address register, the following powers:

1) is determined by the federal executive body performing normative legal regulation in the field of the relations arising in connection with maintaining the state address register, operation of federal information address system, and also use of the data on addresses containing in the state address register;

2) determines the operator of federal information address system;

3) is established by the scope of information about the addresses placed in the state address register, procedure for interdepartmental information exchange of the operator of federal information address system with public authorities and local government bodies when maintaining the state address register (further - procedure for interdepartmental information exchange when maintaining the state address register);

4) establishes rules of assignment, change, cancellation of addresses, including requirements to structure of the address;

5) is established by the list of objects of addressing.

2. The federal executive body performing normative legal regulation in the field of the relations arising in connection with maintaining the state address register, operation of federal information address system, and also use of the data on addresses containing in the state address register performs the following powers:
