About the State automated information system "ERA-GLONASS"

This Federal Law governs the relations arising in connection with creation and functioning of the State automated information system "ERA-GLONASS".
In this Federal Law the following basic concepts are used:
1) the State automated information system "ERA-GLONASS" (further - system) - the federal state geographically distributed automated information system of the emergency reaction in case of accidents providing operational obtaining created in not adjusted type on the basis of use of signals of the global navigation satellite system of the Russian Federation (further - GLONASS signals) information about road and transport and about other incidents on highways in the Russian Federation, processing of this information, its storage and transfer to the emergency field services, and also access to this information of state bodies, local government bodies, officials, legal entities, physical persons, the solution of other tasks in the field of obtaining, processings, storage and the information transfer which is not connected with road and transport and other incidents on highways in the Russian Federation;
2) the device of challenge of the emergency field services - the device or system established on the vehicle, performing determination on the basis of use of signals of GLONASS of coordinates of the location of the vehicle, speed and the direction of its movement and providing forming, transfer in not adjusted type of information about the vehicle in case of road and transport and other incidents on highways in the Russian Federation and also two-way voice communication of the vehicle with the emergency field services on networks of mobile radiotelephone communication;
