1. Approve the Appeal of the Verkhovna Rada of Ukraine to parliaments of the states - guarantors of safety of Ukraine and the international organizations it (is applied).

2. To send to the chairman of the Verkhovna Rada of Ukraine the text of the Appeal of the Verkhovna Rada of Ukraine to parliaments of the states - guarantors of safety of Ukraine and the international organizations.

3. This Resolution becomes effective from the moment of its acceptance.

The appeal of the Verkhovna Rada of Ukraine to parliaments of the states - guarantors of safety of Ukraine and the international organizations

On March 1, 2014 the Federation Council of Federal Assembly of Russia made the decision on possibility of use of armed forces of Russia in the territory of Ukraine. Even earlier the Russian troops entered on the territory of Ukraine in the Crimea under cover-up of protection of the Russian-speaking population.

Actions of Russia is brazen violation of all basic principles of the international relations and undermine safety bases on the European continent.

The Verkhovna Rada of Ukraine notes that Ukraine became the first and still single state in the world, voluntarily, on own initiative refused nuclear weapon and liquidated all its inventories under the international control.

Provision of 1994 from Russia, to Great Britain and the USA which France and the People's Republic of China, the security guarantees fixed in the Memorandum of security guarantees in connection with accession of Ukraine to the Nuclear Non-Proliferation Treaty (The Budapest memorandum) joined afterwards became condition of such unprecedented step.

Russia as one of the states - guarantors undertook to abstain from threat of force or its application against territorial integrity or political independence of Ukraine, and also to respect independence and sovereignty and the existing borders of Ukraine.

Due to the military operations of the Russian Federation against Ukraine the Verkhovna Rada of Ukraine addresses parliaments of the State Parties of the Budapest memorandum and the international organizations with appeal:

direct special monitoring missions for the purpose of acquaintance with the real situation in Ukraine;

address the governments for rendering necessary assistance on protection of nuclear objects in Ukraine.

The Verkhovna Rada of Ukraine invites the UN, OSCE, the Council of Europe, the European Union, NATO, the CIS and other interested international structures to organize field meetings of the bodies in Ukraine.

The Verkhovna Rada of Ukraine takes the initiative of creation of group for negotiation with the Russian Federation for the purpose of normalization of the relations with it and situation de-escalation in Europe.

We urge to show solidarity with the Ukrainian people and to protect sovereignty and territorial integrity of Ukraine. Connivance to military operations against Ukraine can have irreparable effects for all world world order.
