About measures for the organization of activities of national mobile operator

For the purpose of creation of necessary conditions for broad participation of the national companies in the market of cellular communication and further development of networks of mobile cellular communication of the country, and also information security support:

1. Accept the offer of the State committee of communication, informatization and telecommunication technologies, the Ministries of Economics, the Ministries of Finance of the Republic of Uzbekistan about creation of national mobile operator based on Uzmobayl branch of JSC Uzbektelekom.

2. Determine the main objectives and activities of national mobile operator:

designing, construction, operation and rendering services of telecommunications - networks of mobile radio (cellular) communication, long and international distance networks and data communication networks, including in the remote areas;

implementation in all territory of the republic of the most modern technologies of high-speed data transmission, including for connection to the worldwide information network the Internet, rendering services of mobile television, electronic payments and commerce;

ensuring reliable and steady functioning of networks of mobile radio (cellular) communication taking into account requirements of information security.

3. Approve the schedule of implementation of actions on creation of network of national mobile operator "Uzmobayl" JSC Uzbektelekom according to appendix No. 1.

4. Form the working group on coordination of work on creation and commissioning of network of national mobile operator "Uzmobayl" JSC Uzbektelekom, in structure according to appendix No. 2, having assigned to it functions on implementation of monitoring of the course and quality of accomplishment project and installation and construction works, the organization of work on the choice of optimum technologies and the equipment, supply of equipment and timely input of objects in operation.

5. Determine sources of financing of the project on creation of network of national mobile operator "Uzmobayl" JSC Uzbektelekom:

regarding expenses for acquisition of base stations, the telecommunication equipment and the software - the attracted soft long-term loans of foreign banks and financial institutions, and also commodity loans of suppliers of the equipment;

regarding expenses for implementation stroitelno - installation and commissioning - domestic currency loans of commercial banks of the Republic of Uzbekistan and own means of JSC Uzbektelekom.

6. Permit, according to the procedure of exception:

"To the ministry of development of information technologies and communications of the Republic of Uzbekistan together with the Ministry of Foreign Economic Relations, Investments and Trades to perform competitive selection of leaders of global manufacturers on delivery of the telecommunication equipment with conducting examination of contracts in the Ministry of Foreign Economic Relations, Investments and Trades;

to national mobile operator "Uzmobayl" JSC Uzbektelekom implementation of installation and construction works with concurrent engineering, without holding tenders on the basis of competitive selection of project and contract organizations;

render to national mobile operator "Uzmobayl" JSC Uzbektelekom services of mobile cellular communication with parallel execution of acceptance acts of the equipment in operation and receipt of permissions to operate of radio-electronic means and high-frequency devices for creation of network.

7. To provide to the Ministry of Foreign Economic Relations, Investments and Trades, the State committee of communication, informatization and telecommunication technologies, the Ministry of Finance of the Republic of Uzbekistan till May 1, 2014 with foreign financial institutions achievement of agreements on attraction of soft long-term loans for creation of network of national mobile operator "Uzmobayl" JSC Uzbektelekom.

8. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent according to requests of the Ministry of development of information technologies and communications of the Republic of Uzbekistan to provide, if necessary, timely branch to national mobile operator "Uzmobayl" JSC Uzbektelekom of the parcels of land, on the right of permanent use, for construction of antenna masts and rooms for mounting of the technology equipment.

9. Exempt JSC Uzbektelekom till January 1, 2018 from customs payment (except for customs fees) for the imported technology equipment for needs of national mobile operator "Uzmobayl" JSC Uzbektelekom according to the lists approved by the Cabinet of Ministers of the Republic of Uzbekistan.

10. To the Cabinet of Ministers (Mirziyoev Sh. M.) together with the State committee of communication, informatization and telecommunication technologies of the Republic of Uzbekistan, Republican council on radio frequencies to consider and make the decision on release for a period of 5 years from payment of the state fee for licensing for the right of implementation of activities for designing, construction, operation and rendering services of networks of mobile radio (cellular) communication, and also from payment for use of radio-frequency range activities of national mobile operator "Uzmobayl", with the target direction of the released funds for development of its network.

11. To the state committee of communication, informatization and telecommunication technologies together with the Ministry of Justice of the Republic of Uzbekistan and other interested ministries, departments in a month:

make in the Cabinet of Ministers of the Republic of Uzbekistan offers on the changes and amendments in the legislation following from this resolution;

in accordance with the established procedure to bring departmental regulatory legal acts into accord with this resolution.

12. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan Sh. M. Mirziyoev.
