About approval of standards of the state services rendered by the Ministry of oil and gas of the Republic of Kazakhstan

According to the subitem 3) of article 6 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services" the Government of the Republic of Kazakhstan DECIDES:

1. Approve enclosed:

1) standard of the state service "Issue of Permissions to Burning in Torches of Associated and (or) Natural Gas during the Testing of Object of Wells, Test Operation of the Field, Technologically Inevitable Combustion of Gas in case of Commissioning, Operation, Maintenance and Repair Work of Processing Equipment";

2) standard of the state service "Issue of Construction Licences or Placement of Sea Construction";

3) standard of the state service "Issue of Permissions to Drilling of Search, Exploratory, Operational Well or Other Well at the Sea";

4) standard of the state service "Issue of Permissions to Forcing of Associated and Natural Gas for Maintenance of Intra Reservoir Pressure";

5) standard of the state service "Issue of Permissions to Works on Construction, Installation or Laying of Oil and Gas Pipelines at the Sea";

6) standard of the state service "Licensing, Renewal, Issue of Duplicates of the License for Designing (Technological) and (or) Operation of Mining, Petrochemical Productions, Designing (Technological) Oil and Gas Processing Productions";

7) standard of the state service "Accreditation of the Gas-network Organizations";

2. Recognize invalid some decisions of the Government of the Republic of Kazakhstan according to appendix to this resolution.

Standard of the state service "Issue of Permissions to Burning in Torches of Associated and (or) Natural Gas during the Testing of Object of Wells, Test Operation of the Field, Technologically Inevitable Combustion of Gas in case of Commissioning, Operation, Maintenance and Repair Work of Processing Equipment"

1. General provisions

1. The state service "Issue of Permissions to Burning in Torches of Associated and (or) Natural Gas during the Testing of Object of Wells, Test Operation of the Field, Technologically Inevitable Combustion of Gas in case of Commissioning, Operation, Maintenance and Repair Work of Processing Equipment" (further - the state service).

2. The standard of the state service is developed by the Ministry of oil and gas of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears Committee of the state inspection in oil and gas complex of the Ministry (further - the service provider), including through the web portal of "the electronic government" www.egov.kz (further - the portal).

7. The state service is rendered free of charge to physical persons and legal entities (further - uslugopoluchatel).

8. Working schedule:

1) the service provider - Monday through Friday from 9:00 till 18:30 o'clock with lunch break from 13:00 till 14:30 o'clock, except days off and holidays, according to the labor law of the Republic of Kazakhstan.

2) in case of test operation of the field:

the statement in form, according to appendix 1 to this standard of the state service, signed by uslugopoluchatel and certified by seal of the organization;

the form of data specified in appendix 2 to this standard of the state service;

3) in case of technologically inevitable combustion of gas (in case of commissioning of processing equipment, operation of processing equipment, maintenance and repair work of processing equipment):

the statement in form, according to appendix 1 to this standard of the state service, signed by the receiver of the state service and certified by seal of the organization;

the form of data specified in appendix 3 to this standard of the state service;

on the portal:

1) when carrying out testing of objects of well:

request in electronic form, certified by the digital signature (further - the EDS) uslugopoluchatel;

electronic copies of the plans of testing of the separate objects of well constituted by uslugopoluchatel and approved with territorial authorities of authorized bodies on studying and use of subsoil and industrial safety - attached to request;

2) in case of test operation of the field: request in electronic form, the uslugopoluchatel certified by the EDS, with the filled form of data;

3) in case of technologically inevitable combustion of gas (in case of commissioning of processing equipment, operation of processing equipment, maintenance and repair work of processing equipment): request in electronic form, the uslugopoluchatel certified by the EDS, with the filled form of data.

On the portal acceptance of electronic request is performed in "private office" of uslugopoluchatel. Documents are presented in the form of the electronic copies certified by the EDS of uslugopoluchatel.

Data of identity documents of uslugopoluchatel, about state registration (re-registration) of the legal entity, containing in the state information systems, the service provider receives from the corresponding state information systems, by means of the portal in the form of the electronic documents certified by the EDS of authorized persons of state bodies.

In case of delivery by uslugopoluchatel of all necessary documents:

to the service provider - confirmation of adoption of the statement on paper is the mark in its copy about registration in office of the service provider with indication of date and time of acceptance of document package;

through the portal to uslugopoluchatel the status about acceptance of request for rendering the state service, with indication of date and time of receipt of result of the state service goes to "private office".

3. Procedure for appeal of decisions, actions (failure to act) of the central state bodies, and also the service provider and (or) his officials concerning rendering the state services

Appeal of decisions, actions (bezdeystviye) of the central state body, the service provider and (or) his officials concerning rendering the state services: the claim is submitted addressed to the head of the service provider to the address specified in Item 12 of this standard of the state service or addressed to the head of the Ministry of the address: 010000, city of Astana, Prospekt Kabangbai of the batyr 19, building of JSC KazMunaiGas Oil Company, block A, phone: 8 (7172) 97-68-51, 97-68-01.

The claim is accepted in writing by mail or in electronic form or purposely through office of the service provider, or the Ministry.

11. In disagreement cases with results of the rendered state service the uslugopoluchatel has the right to take a legal action in the procedure established by the legislation of the Republic of Kazakhstan.
