About the government budget for 2014

The parliament adopts this organic law.

Section I General provisions

Art. 1. - (1) the Government budget for 2014 affirms according to the income in the amount 27 570 005,1 thousand lei, on expenses as the amount 30 010 942,8 thousand lei, with deficit in the amount 2 440 937,7 thousand lei.

(2) the Code of the government budget according to the income, expenses, deficit and sources of financing is provided in appendix 1.

(3) Limits of expenses of the public bodies financed from the government budget are provided in appendix 2.

(4) Assignments are provided to the central public bodies on financing of the capital investments in appendix 3.

(5) Assignments from the government budget are provided to bodies of local public authority on financing of capital expenditures in appendix 4.

(6) Transfers from the government budget to district budgets (except for district budgets of Basarabyask, Oknits and Ryshkan), Gagauzia are provided to the local authority budget of Belts and the central budget of autonomous territorial education in appendix 5.

(7) Transfers from the government budget to budgets of administrative and territorial units of the districts of Basarabyask, Oknitsa, Ryshkan and municipium of Chisinau are provided in appendix 6.

(8) the Procedure for determination of the minimum amount of rent of the property which is in public property is provided in appendix 7.

Section II Special provisions

Art. 2. - The following assignments affirm as budgets of separate central public bodies:

1) in the budget of the Ministry of Agriculture and food industry for fund of subsidizing of agricultural producers in 564700,0 amount thousand lei, from them 110700,0 thousand lei at the expense of grant of the European commission (grants according to the scheme ENPARD). These means will be used in the following directions:

a) stimulation of crediting of agricultural producers by financial institutions, including savings and loan associations;

b) stimulation of risks insurance in agricultural production;

c) stimulation of acquisition of breeding animals and preserving breeding gene pool;

d) stimulation of consolidation of farmlands;

e) stimulation of irrigation of farmlands;

f) stimulation of investments:

- in creation of long-term plantings, protivozamorozkovy systems and protivogradovy installations, in raskorchevka of written off long-term plantings and promotion of grape and wine-making products;

- in production of vegetables in the closed soil (winter greenhouses, sunbeds, tunnels);

- in acquisition of agricultural machinery and stock, and also the equipment for irrigating installations;

- in the equipment and technological re-equipment of livestock farms;

- in development of infrastructure of postharvest processing and conversion.

The procedure for distribution of fund of subsidizing of agricultural producers is established by the provision approved by the Government;

1-1) in the budget of the Ministry of Agriculture and food industry:

a) for partial compensation of expenses to owners of the lands located along the route Rybnitsa-Tiraspol, the area Dubesar – in the amount 13 428,9 thousand lei;

b) for financial support of producers of fruit, for the purpose of decrease in negative impact of the restrictions introduced by the Russian Federation on:
