1. Approve the enclosed Rules of determination of the next point of connection to power or thermal networks and connections of objects for use of renewable energy resources.

1. These rules of determination of the next point of connection to power or thermal networks and connections of objects for use of renewable energy resources (further - Rules) are developed according to the laws of the Republic of Kazakhstan of July 4, 2009 "About support of use of renewable energy resources" (further - the Law), of July 9, 2004 "About power industry" and determine procedure for determination of the next point of connection to power or thermal networks and connections of objects for use of renewable energy resources.
2. In these rules the following concepts are used:
1) the closest point of connection to thermal networks - the closest point of insert of the pipeline from object for use of renewable energy resources in general system of heat supply of the settlement with the parameters corresponding to heat carrier parameters in general network of heat supply;
2) the closest point of connection to power networks - the closest place of physical connection of the power station of the power making organization using renewable energy resources, with power network of the power transferring organization corresponding on tension class;
3) strengthening of the operating power or thermal networks - number of events of the held by the power transferring organization, power or thermal networks required proceeding from technical condition and which are carried out on the basis of specifications in case of connection of new object for use of renewable energy resources to power or thermal networks;
4) system operator - the organization exercising centralized supervisory control, ensuring parallel work with power supply systems of other states, maintenance of balance in power supply system, rendering system services and acquisition of support services at subjects of the wholesale market of electrical energy and also transfer of electrical energy on national power grid, its maintenance and maintenance in operational readiness;
5) the customer (investor) - the person having intention and (or) who started project implementation of asset construction on use of renewable energy resources;
6) object for use of renewable energy resources - the technical devices intended for production of electrical and (or) heat energy with use of renewable energy resources, and constructions and the infrastructure technology necessary for operation of object for use of renewable energy resources interconnected with them and which are on balance of the owner of object for use of renewable energy resources.
2-1. Again constructed objects for use of renewable energy resources, and also the reconstructed objects irrespective of the term of commissioning are connected to the closest point of power or thermal networks of the power transferring organization corresponding on class of tension or parameters of the heat carrier in general network of heat supply.
3. Determination of the next point of connection of object for use of renewable energy resources to power networks shall correspond to conditions of transfer of installed capacity of object for use of renewable energy resources when preserving economically reasonable density of current determined by the investor on the basis of technical and economic calculation.
4. The application of the investor for determination of the next point of connection of object for use of renewable energy resources to power networks is submitted to the power transferring organization and contains the following data on installation of renewable energy resources:
1) name and type of installation;
2) preferable arrangement of the site (the list of alternative options of placement of aggregates with indication of their preliminary placement on the map);
3) admissible transfer of capacity of all installation (maximum in megawatt, with indication of Cos and/or in megawatts, megavoltamper;
4) the expected performance (megawatt/hour a month);
5) the expected energy consumption of auxiliary system, including reactive capacity;
6) installation design/configuration;
7) the nature of any revolting loading;
8) the technology used by the offered power station;
9) date of expected commisioning;
10) the minimum generation of active capacity in megawatts;
11) nominal rates megavoltamper, megawatt, transitional reactive resistance on longitudinal axis, the relation of short circuit, constant of inertia of the power station with synchronous generators / engines;
12) nominal rate megavoltamper of the raising transformer and the reactive resistance of the direct sequence (in case of move / мin branches);
13) type and category of the activator.
5. The power transferring organization, in time no later than fifteen calendar days from the date of receipt of the request from the investor in the form of the letter tells the investor possible next points of connection to power networks for consideration in "The scheme of issue of power of the power plant" which is developed by the specialized project organizations having the license for the related project activity.
6. Determination of the next point of connection of object for use of renewable energy resources to thermal networks shall correspond to conditions of parameters of the heat carrier of object for use of renewable energy resources to the corresponding parameters of the heat carrier in general system of heat supply when preserving economically reasonable hydraulic modes determined by the investor on the basis of technical and economic calculation.
