About preschool training and education
This Law establishes legal, organizational, economic and social basis of preschool training and education in the Republic of Tajikistan.
In this Law the following basic concepts are used:
- preschool training and education - the target process developing capabilities, bents, physical, mental, intellectual and cultural features of children of preschool age, promoting families and parents (to persons, them replacing) in training and education of children, and also their preparation for training in educational institutions of the general education;
- preschool age - stage of physical, spiritual, moral and social formation of the child up to seven years;
- educational preschool institution - the organization provided for children of preschool age, covering their primary training and education;
- content of preschool training and education - complex of the regulations and rules determining the state requirements to extent of development and education of children of preschool age, and also condition of its achievement;
- State standard of preschool education - the regulation establishing single requirements to preschool training and education;
- employees of the sphere of preschool training and education - teachers, tutors, methodologists, health workers, assistants to tutors, nurses and service personnel of the sphere of preschool training and education.
The legislation of the Republic of Tajikistan on preschool training and education is based on the Constitution of the Republic of Tajikistan and consists of this Law, other regulatory legal acts of the Republic of Tajikistan, and also the international legal acts recognized by Tajikistan.
Tasks of preschool training and education are:
- forming of physical, intellectual, spiritual and cultural development of children of preschool age taking into account their capabilities, bents and specific features;
- forming of the personality and creation of bases for further training of children of preschool age taking into account their preparation for training in educational institutions of the general education;
- education of children of preschool age in the spirit of respect for cultural, national and universal values, patriotism, respect for the person and the law, the state symbols and language, family and society, and also in the spirit of conscientious attitude to the environment and its protection;
- preservation and promotion of health, mental and spiritual development, development of creative potential of children of preschool age, and also forming and development of their vital capabilities and primary social adaptation;
- training in primary knowledge and skills according to State standard of preschool education and programs for preschool training and education;
- the organization of work with families with the purpose of increase in psychological and pedagogical education of parents (persons, them replacing) for care of children of preschool age, their development and education.

The children of preschool age who are citizens of the Republic of Tajikistan, irrespective of nationality, race, sex, language, and also religion, political line item, social and property status of parents (persons, them replacing), have the right to preschool training and education in preschool educational institution.
2. Foreign citizens and persons without citizenship have the right to receive preschool training and education according to the procedure, established by the legislation of the Republic of Tajikistan.
3. The right to preschool training and education in family and preschool educational institution is performed according to the procedure, established by the legislation of the Republic of Tajikistan, State standard of preschool education, programs for preschool training and education.
Language of training and education in preschool educational institution is determined according to the procedure, established by the legislation of the Republic of Tajikistan.
1. Creation, reorganization and liquidation of preschool educational institution is performed according to the procedure, established by the legislation of the Republic of Tajikistan.
2. The preschool educational institution can be state, non-state and joint.
3. Can be the founder (founders) of preschool educational institution:
- central executive bodies of the government;
- authorized state body in the field of education;
- local authorities of the government;
- local authorities of management of education;
- merging (associations, unions) of educational institutions;
- physical persons and legal entities, including foreign.
4. The preschool educational institution is legal entity and non-profit organization.
1. In the Republic of Tajikistan the following types of preschool educational institutions are created:
- day nursery - for children up to 3 years;
- day nursery - kindergarten - for children of 1 year and 6 months up to 7 years;
- kindergarten - for children from 3 to 7 years;
- kindergarten - elementary school - for children from 3 to 10 years;
- orphanage - for children from 2 months to 7 years;
- boarding school (preschool group) - for children 1 up to 7 years;
- special boarding school (preschool group) - for children from 6 to 7 years;
- educational institution with groups (classes) of preschool preparation - for children from 5 to 7 years;
- the centers of development of children - for children from 3 to 7 years;
- family kindergarten - for children up to 7 years;
- kindergarten of rehabilitation type - preschool educational institution for children from 2 to 8 years needing physical treatment or mental development, treatment and rehabilitation;
- orphanage of residential type - preschool educational institution where content is provided, education, training and social assistance to children - to orphans and children without parental support of preschool and school age, at the expense of the state;
