1. Approve the Management concept risks of emergence of emergency situations of technogenic and natural nature that it is applied.

2. To the Ministry of Defence together with Public service on emergency situations, other interested central executive bodies and National academy of Sciences to develop and to submit to three-months time in accordance with the established procedure to the Cabinet of Ministers of Ukraine the draft of the actions plan on implementation of the Concept approved by this order.

Management concept risks of emergence of emergency situations of technogenic and natural nature

The problem requiring the solution

Increase in degree of security of the population and the territories of Ukraine from emergency situations, reduction of risks of origin and minimization of consequences of emergency situations of technogenic and natural nature (further - emergency situations) belongs to priority tasks of single state system of civil protection.

On analysis results of functioning of single state system of civil protection of implementation in the territory of Ukraine of the modern principles of regulation in the sphere of technogenic and natural safety it is performed by slow rates. Implementation of the European standards of safe activity, is one of requirements of integration of Ukraine into the EU, it is possible in case of sales term of conceptual and methodological innovations and institutional transformations.

Need of implementation of conceptual bases of risk management of emergence of emergency situations (further - risks) is caused by availability of dangerous factors of technogenic and natural nature, in particular:

significant amount of potentially dangerous objects in the territory;

high level of injury rate and death rate of the population caused by dangerous events and accidents;

high level of risks of emergence of emergency situations of the natural nature caused by global and regional climate changes, growth of seismic activity, etc., and also intensification of influence of technogenic activities of the person on the surrounding environment;

high level of risks of emergence of emergency situations of the technogenic nature caused by critical degree of wear (60-80 percent) of the fixed business assets in industries and agro-industrial complex;

the insufficient technical and technological levels of development of the state system of observations of dangerous factors, causing emergence of emergency situations.

Considering international experience, the most effective is risk management which is based on achievement of certain level of safety, balance of benefits and costs within separate object, the territory and the state in general.

For today the controling mechanisms risks directed to reduction of their values did not receive broad practical application. So, the quantitative risks assessment is used only in certain areas, namely in the analysis of safety of nuclear power plants, declaring of safety of objects of the increased danger. At the same time normative and legal, organizational and technical risk management methods are imperfect do not allow to reach levels of the risks corresponding to levels of economically developed states today.

Purpose and stages of implementation of the Concept

The purpose of the Concept is implementation of modern risk management methods for reduction of quantity and minimization of social and economic consequences of emergency situations, ensuring achievement of the guaranteed level of safety of the citizen and society.

The concept is expected long-term outlook and is basis for development of regulatory legal acts, nation-wide, regional and industry programs in the sphere of technogenic and natural safety.

Achievements of acceptable levels of risks in all territory of Ukraine it shall be performed step by step.

At the first stage it is necessary to determine levels of risks for all industries of economy, and also the most dangerous sources of emergency situations and to provide their reduction to values of the accepted risk levels.

At the second stage it is necessary to provide achievement of levels of the risks in all territory of Ukraine according to levels used in economically developed states.

Ways and methods of the problem resolution

The problem can be solved in the way:

ensuring unity of the principles of forming and carrying out state policy in the sphere of technogenic and natural safety;

ensuring regulation of levels of risks;

development of state regulation machineries in the sphere of risk management.

Risk management shall be exercised on the following principles:

the acceptability which consists in determination and achievement in the state it is social, economically and technically reasonable normative values of risks for the population, the surrounding environment and objects of economy;

preventivenesses, providing the greatest possible and advance identification of dangerous measure values of condition or dangerous process which create threat of emergence of emergency situations, and acceptance of the specific measures directed to neutralization of such threat and/or minimization of its consequences;

minimization according to which the risk needs to be reduced to the level of achievement of reasonable compromise between safety and the size of costs for its providing;

completeness according to which risks for activity of the person or functioning of any object is integrated size, it shall be determined taking into account all threats of emergence of accidents and/or emergency situations, and also human factor;

targeting which is that that subject of risk management shall manage risk on object or the territory of which it exists;

the choice of reasonable value according to which the subject of risk management provides ranging from minimum to maximum permissible such value of risk which he considers expedient proceeding from the economic, technical and material resources and the existing social and political conditions which are available for it; the subject of risk management, choosing reasonable value of risk, guarantees certain level of safety for the population and payment of insurance payments in case of emergency situations;

obligation of informing which is that each subject of risk management shall provide regularly to public authorities and local government bodies the existing values;

freedoms of information according to which it is necessary to consider public opinion in case of the solution of questions of construction and operation of the existing potentially dangerous objects.
