Counter-narcotics program of the Government of the Kyrgyz Republic

1. The analysis of drug abuse situation in the Kyrgyz Republic

1.1. Short historical background

Active counteraction to drug trafficking and narcotization of the population is performed in the territory of modern Kyrgyzstan from the last third of the 19th century when the problems connected with cultivation of opium poppy and production of opium were designated.

During the period from 1916 to 1974 the country occupied one of leading line items in the world on industrial production of medicinal opium. Total area of poppy fields reached 64 thousand hectares, and production volume of medicinal opium, by some calculations, reached 80 percent made in the USSR and equaled to 16 percent of world legal production of opium. The one tenth part of the made opium went to illicit trafficking, causing population narcotization. In 1974 the Presidium of the Supreme Council of the USSR made the decision on the termination of legal cultivation of opium poppy in the Kyrgyz SSR.

In addition, in the republic there are extensive thickets of wild-growing cannabis and efedra that promotes production of such drugs as hashish, marijuana, metkatinon and efedron.

During the period from 1974 to 1993 in Kyrgyzstan were withdrawn, generally drugs of kannabisny group. However, since 1993, the amount of illicit trafficking in opioids of the Afghan origin sharply increased. Their traffic promoted both to growth of number of consumption, and involvement in criminal drug trafficking of certain part of the population. With emergence in the illegal market of drug diatsetilmorfin (heroin) its specific weight began to grow in structure of drug users. By 1999 this substance took leading position in structure of the consumed drugs and holds it till present.

With finding of sovereignty in the Kyrgyz Republic in 1993 the national authority on control of drugs is formed, the first National program for fight against drug addiction and drug trafficking is developed. In 1994 the Jogorku Kenesh of the Kyrgyz Republic made the decision on accession to the Single convention on drugs of 1961, the Convention on psychotropic substances of 1971 and the Convention of the UN on fight against illicit trafficking in drugs and psychotropic substances of 1988.

From now on the Kyrgyz Republic fulfills requirements and rules of international law and adheres to the guidelines of the International committee on control over drugs (further - MKKN) in the field of control of legal drug trafficking, psychotropic substances and their precursors when ensuring availability of dosage forms, drugs and psychotropic substances for the population, and for the industry - precursors.

The major factors causing forming of tendencies of development of drug abuse situation in the Kyrgyz Republic are:

- the negative social processes creating and maintaining steady demand for illegal drugs;

- the international narcotransit through the territory of the country;

- availability of own source of raw materials for illegal manufacture of drugs.

1.2. Modern situation

In the Kyrgyz Republic the progressing dynamics of drug trafficking is observed. Being in close proximity to Afghanistan where more than 90% of all illegal opioids in the world are made, the republic tests all consequences from their transit through the territory.

Drugs are delivered to the territory of the Kyrgyz Republic in the direction of the Alay and Chong-Alay districts of the Osh region; Batken, Leyleksky, Kadamzhaysky districts of Batken Province.

The drug abuse situation in the Kyrgyz Republic develops under the influence of external and internal factors.

External factors: proximity to Afghanistan, as to the main source of drug production in the region, activities of the international drug mafia in Central Asia, lack of single approach to questions of regional narcosafety, permeability of frontiers.

Internal factors: poverty, unemployment, population shift, corruption, availability of own source of raw materials for production of drugs, transparency of frontiers, insufficient financing and material equipment of the government counter-narcotics institutions.

Medical consequences of the use of drugs include diseases of dependence on drugs, spread of the dangerous infections which are transferred in the course of injections by unsterile tools and death rate (as from straight lines, and the indirect reasons).

Spread of infectious diseases. The estimative number of consumers of injecting drugs in the Kyrgyz Republic, according to UNP UN, makes 25 thousand people that honor in time 3,5 above, than according to national statistics. In penal system 5 percent from total quantity of convicts stay on the narcological registry. However, according to expert data, the estimative number of persons using drugs in the injection way in penal institutions can constitute up to 19 percent from total number prison naseleniya1.

Injection consumption of drugs is the factor aggravating spread of HIV, tuberculosis, hepatitises and other types of dangerous infections.

More than a half of all cases of infection of HIV comes among consumers of injecting drugs (59,8 of percent from total number of the registered HIV infection cases, as of January 1, 2013). Such situation is most characteristic in the Chuya and Osh regions, and also the cities of Osh, Bishkek and Jalal-Abad. More than a half of consumers of injecting drugs are infected with hepatitis C virus.
