About approval of the Regulations on single state system of civil protection

According to part two of article 8 of the Code of civil protection of Ukraine the Cabinet of Ministers of Ukraine decides:

1. Approve Regulations on single state system of civil protection which are applied.

2. To provide to the ministries and other central executive bodies, Council of Ministers of the Autonomous Republic of Crimea, local public administrations realization of the Provision approved by this resolution.

3. Recognize invalid resolutions of the Cabinet of Ministers of Ukraine according to the list which is attached.

Regulations on single state system of civil protection

General questions

1. This Provision regulates questions of implementation of actions of civil protection in the state, determines structure of governing bodies and forces of civil protection, planning of activities of single state system of civil protection, procedure for accomplishment by it of tasks and the organization of interaction.

2. In this Provision terms are used in such value:

single state system of civil protection - set of governing bodies, forces and means central and local executive bodies, Council of Ministers of the Autonomous Republic of Crimea, executive bodies of councils, the companies, organizations and the organizations which provide realization of state policy in the sphere of civil protection;

governing bodies of civil protection - executive bodies, Council of Ministers of the Autonomous Republic of Crimea, executive bodies city, district in the cities (in case of their creation), settlement and village councils, governing bodies of the companies, organizations and the organizations, and also their structural divisions (officials) intended for direct management of activities in the sphere of civil protection according to competence;

coordinating bodies - state, the regional, local commissions concerning technogenic ecological safety and emergency situations, the commission on questions of emergency situations of the companies, organizations, the organizations, state, the regional, local and object special commissions on mitigation of consequences of emergency situation which are formed for coordination of activities central and local executive bodies, Council of Ministers of the Autonomous Republic of Crimea, the companies, organizations and the organizations connected with technogenic ecological safety, protection of the population and the territories, prevention and emergency response;

the region - the territory of the Autonomous Republic of Crimea, area, of Kiev and Sevastopol.

Other terms are used in the value given in the Code of civil protection of Ukraine.

3. Main objective of functioning of single state system of civil protection is ensuring realization of state policy in the sphere of civil protection in peace time and during the special period.

4. The single state system of civil protection carries out the tasks determined in article 8 of the Code of civil protection of Ukraine .

Management and general structure of single state system of civil protection

5. Management of single state system of civil protection is performed by the Cabinet of Ministers of Ukraine.

Direct management of activities of single state system of civil protection is performed by DSNS.

6. The single state system of civil protection consists of permanent functional and territorial subsystems.

7. Functional subsystems of single state system of civil protection (further - functional subsystems) are created in the respective spheres of public life by the central executive bodies for the purpose of protection of the population and objects of functional subsystem against emergency situations in peace time and during the special period, implementation of measures of civil protection of the corresponding industry direction, reduction of material losses in case of their origin on objects of functional subsystem, ensuring readiness of forces and means subordinated to them to the actions directed to prevention and emergency response.

Direct management of activities of functional subsystem is performed of the head of body or company, created such subsystem.

The list of the central executive bodies, functional subsystems create, are given in appendix 1.

8. Territorial subsystems of single state system of civil protection (further - territorial subsystems) are created in the Autonomous Republic of Crimea, areas, Kiev and Sevastopol for the purpose of implementation of actions for protection of the population and the territories from emergency situations in peace time and during the special period in the respective region.
