About the Government budget of Ukraine for 2014

Article 1. Determine for 2014:

income of the Government budget of Ukraine in the amount of 377.821.587, 5 thousand hryvnias, including income of the general fund of the Government budget of Ukraine - in the amount of 321.993.534, 9 thousand hryvnias and the income of special fund of the Government budget of Ukraine - in the amount of 55.828.052, 6 thousand hryvnias, according to appendix No. 1 to this Law;

expenses of the Government budget of Ukraine in the amount of 441.587.118, 6 thousand hryvnias, including expenses of the general fund of the Government budget of Ukraine - in the amount of 384.597.377, 3 thousand hryvnias and expenses of special fund of the Government budget of Ukraine - in the amount of 56.989.741, 3 thousand hryvnias;

return of the credits to the Government budget of Ukraine in the amount of 3.443.080, 4 thousand hryvnias, including return of the credits to the general fund of the Government budget of Ukraine - in the amount of 1.410.091, 2 thousand hryvnias and return of the credits to special fund of the Government budget of Ukraine - in the amount of 2.032.989, 2 thousand hryvnias;

loan granting from the Government budget of Ukraine in the amount of 8.241.824, 7 thousand hryvnias, including loan granting from the general fund of the Government budget of Ukraine - in the amount of 1.371.941, 5 thousand hryvnias and loan granting from special fund of the Government budget of Ukraine - in the amount of 6.869.883, 2 thousand hryvnias;

limiting amount of central government budget deficit of Ukraine in the amount of 68.564.275, thousand hryvnias, including limiting amount of deficit of the general fund of the Government budget of Ukraine - in the amount of 62.565.692, 7 thousand hryvnias and limiting amount of deficit of special fund of the Government budget of Ukraine - in the amount of 5.998.582, 7 thousand hryvnias, according to appendix No. 2 to this Law;

turnover remaining balance of budgetary funds at the rate to two percent of the expenses of the general fund of the Government budget of Ukraine determined by this Article.

Article 2. Approve budget settings to the main managers of means of the Government budget of Ukraine for 2014 by executives in charge according to the budget programs, expense allocation on centralized actions between administrative and territorial units, expense allocation on implementation of justice by local and Appeal Courts according to appendices No. 3, No. 4, No. 5 and No. 8  to this Law.

Article 3. Approve for 2014:

the interbudget transfers according to appendices No. 6, No. 7 and No. 10   to this Law;

standard rates of daily assignments for transfer of the grant of equalization from the government budget to local budgets and means which are transferred to the government budget from local budgets according to appendix No. 6 to this Law, and also standard rates of each decade assignments from the income of special fund of the government budget which is source of provision of subvention from the government budget to local budgets on construction, reconstruction, repair and content of streets and it is expensive to municipal property in settlements, according to appendix No. 10 to this Law.

The interbudget transfers provided as of March 18, 2014 from the Government budget of Ukraine to local budgets of the Autonomous Republic of Crimea and the city of Sevastopol according to appendix No. 11 to this Law.

Article 4. Approve the list of the loans (loans) attracted by the state in special fund of the Government budget of Ukraine in 2014 from foreign states, banks and international financial institutions for realization of investing programs (projects) on appendix No. 9 to this Law.

Permit the Ministry of Finance of Ukraine to make changes to list of the government budget for the purpose of reflection of actual receipt in 2014 of such credits (loans) and expenses according to the appropriate budget programs within the total amount of the attraction of these credits (loans) in 2014 approved in appendix No. 9 to it of the law based on the decision of the Cabinet of Ministers of Ukraine approved with Committee of the Verkhovna Rada of Ukraine concerning the budget on implementation on special fund of the government budget of expense reallocation of the budget and loan granting from the budget for the appropriate budget programs within the total amount of budget settings of the main manager of means of the government budget or between the main managers of means of the government budget.

Article 5. Determine for limiting December 31, 2014 amount of public debt in the amount of 968.354.592, 7 thousand hryvnias.

Article 6. Determine that in 2014 the state guarantees can be provided in amount to 25.000.000 thousand hryvnias in the following directions:

1) according to the decision of the Cabinet of Ministers of Ukraine for ensuring partial accomplishment of debt obligations of subjects of managing - residents of Ukraine on the loans (loans) attracted for financing of investment projects.
