Regulations on procedure for the organization and assessment procedure of quality of alcoholic products by organoleptic method

I. General provisions

1. The regulations on procedure for the organization and assessment procedure of quality of alcoholic products by organoleptic method (further - the Provision) establish conditions and requirements concerning procedure for the organization and holding procedure of organoleptic quality evaluation of beer, products on the basis of beer and alcoholic products (ethyl alcohol, vodka, brandy, distillates of various origin except grape, rakia, aperitifs, balms, liqueurs, low alcohol drinks), the terms and organoleptic estimative indicators used within assessment procedure.

2. Quality of beer, products on the basis of beer and alcoholic products (further - products) is tested by organoleptic method the Central tasting commission (further - the Commission) founded by the order of the Minister of Agriculture, regional development and the environment in number of 21 persons. The choice of members of the commission is performed on the basis of tender in which specialists with length of service in the field can take part at least 5 years.

3. Assessment by the Commission of product quality by organoleptic method has voluntary nature.

4. The decisions made by the Commission on products quality evaluation by organoleptic method have advisory nature.

II. Quality evaluation purpose by organoleptic method

5. The purpose of organoleptic quality evaluation of products is determination of touch characteristics of these products in comparison with the estimative indicators given in this Provision.

6. In the course of products quality evaluation the organoleptic method performs on demand the following estimates:

1) assessment of the samples which are selected by control facilities for establishment of compliance of their organoleptic qualities to this type of products;

2) organoleptic quality evaluation of products marked by the trademarks which are property of the state;

3) organoleptic quality evaluation of domestic production;

4) organoleptic quality evaluation of the imported products;

5) organoleptic quality evaluation of products used as raw materials for production of alcoholic products;

6) arbitral organoleptic quality evaluation of products

7) organoleptic quality evaluation of products when carrying out tenders.

III. Procedure for the organization of quality evaluation of products by organoleptic method

7. Products quality evaluation is carried out by organoleptic method by means of tastings no more than 10 days from the date of representation of product samples of the Commission in time.

8. Samples for organoleptic quality evaluation of products are represented accompanied:

1) petitions;

2) act of selection;

3) the protocol of testing, the quality certificate provided by the producer/importer.

9. The 10-mark system of assessment is applied to quality evaluation of ethyl alcohol and alcoholic products, and the 21-mark system of assessment is applied to quality evaluation of beer. In the competitive purposes it is possible to apply also 100-mark system of assessment.

10. Organoleptic assessment of samples of import products is similar to assessment of local products.

11. At meetings by organoleptic assessment samples are ciphered. Meetings by organoleptic assessment can be held by closed.

12. For quality evaluation of products and for the purpose of receipt of the rights to use the trademarks which are property of the state, the quantity of samples is regulated at the discretion of the producer.

13. For the purpose of quality evaluation of products of new names representation of laboratory samples to the Commission is allowed.

14. Laboratory samples which do not correspond to qualification estimates according to appendices to this Provision can be provided on commission sessions no more than three times then they deviate and recognized invalid.

15. Necessary product quantity for organoleptic assessment makes:

1) l 0,5 for ethyl alcohol and alcoholic products, except for beer and products on the basis of beer;

2) l 1,5 for beer and products on the basis of beer.

16. Enciphering of the provided samples for determination of organoleptic characteristics is carried out in day of carrying out tasting. Certain code is appropriated to each sample.

17. Enciphering of samples is followed by creation of the relevant act in which numbers of samples are specified, the name of product and the producer, date of development (in case of organoleptic quality evaluation of samples of experimental products information on new processing methods, types of the used raw materials and so forth), condition of samples (integrity of seals on packaging, label availability, etc. is attached) and availability of the sampling report. The act of enciphering is signed and sealed in envelope.

18. Enciphering of samples in the presence of members of the commission or other specialists, except the authorized person is not allowed.

19. The ciphered samples are provided on tasting after removal information on the producer, in packaging without name. Tasters are brought to the attention only type of products provided on tasting, the regulating document according to which it is made, and also the main product characteristics. The act of enciphering reveals the commission chairman after the end of tasting and calculation of arithmetic average of value of the points appropriated to the tasted samples.

20. Organoleptic assessment of product samples is carried out in net rooms, without foreign smells, vibrations or noise and with possibility of airing. Walls of the room and stock shall be light color, it is desirable white.
