About approval of Criteria of classification of higher educational institutions

For the purpose of implementation of the order of the Government of the Republic of Kazakhstan "About approval of Standard rules of organization activity of formation of the corresponding types, including Standard rules of the organizations of education realizing additional educational programs for children" of May 17, 2013 No. 499 I ORDER:

1. Approve the enclosed Criteria of classification of higher educational institutions.

2. To department of the higher and postgraduate education (Zhakypova F. N.):

To provide 1) in accordance with the established procedure state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) after passing of state registration to publish this order in mass media;

3) to bring this order to the attention of higher educational institutions.

3. To impose control of execution of this order on the vice-Minister of Education and Science Orunkhanov M. K.

4. This order becomes effective after ten calendar days after its first official publication.

Criteria of classification of higher educational institutions

1. General provisions

1. Criteria of classification of higher educational institutions (further - Criteria) are developed according to the order of the Government of the Republic of Kazakhstan of May 17, 2013 No. 499 "About approval of Standard rules of organization activity of formation of the corresponding types, including Standard rules of the organizations of education realizing additional educational programs for children".

2. Criteria are developed for the higher educational institutions (further - higher education institution) realizing programs of the higher and postgraduate education except higher education institutions of law enforcement agencies, special state bodies and state body in the field of defense, irrespective of patterns of ownership and departmental subordination for the purpose of determination of their importance for scientific and technical and social and economic development of the country.

3. Criteria are based on quality evaluation of the provided educational services, effective use of educational, scientific and innovative capacity of higher education institutions.

4. Criteria are developed taking into account the advanced techniques: Classifications Fonda Carnegie, the European classification of "U-Mar" and research universities of the USA within Lombardi's ("The Lombardi Programon Measuring of University Performance") program.

5. Criteria are developed for the following types of higher education institutions:

1) national research university;

2) research university;

3) national higher educational institution;

4) university;

5) academy.

6. Are estimated by criteria of classification:

1) number of the qualifications awarded in higher education institution;

2) personnel potential;

3) recognition of educational programs (accreditation);

4) educational tangible assets;

5) researches and innovations.

2. Criteria of classification of national research universities

7. Number of the qualifications awarded in higher education institution:

institutions of higher education which offer set of programs of bachelor degree carry out preparation of elite scientific personnel with training in magistracy, doctoral studies of PhD in 3 and more specialties:

1) share of students in:

bachelor degree - 65%;

to magistracy - 35%;

to doctoral studies - 35%;

2) share of foreign students from the general contingent - at least 5%;

3) share of the students who passed training or training in higher education institutions of the Republic of Kazakhstan and/or foreign higher education institutions of QS entering the international ratings - top 800, from the general contingent of students:

bachelor degree - 15%;

magistracy - 30%;

PhD doctoral studies - 100%;

4) share of the employers studying on grants, social partners, from the general contingent - at least 15%.

8. The personnel potential performing training of bachelors, masters and doctors of PhD:

1) share of teachers with academic degrees and ranks from number of regular teachers:

bachelor degree - at least 70%;

magistracy - at least 70%;

PhD doctoral studies - at least 100%;

2) share of the invited foreign scientists with degrees the doctor of PhD to total quantity - at least 15%.

9. Recognition of educational programs (accreditation):

availability of the educational programs which underwent institutional/specialized accreditation in the national/international agencies:

bachelor degree - at least 50%;

magistracy - at least 50%;

PhD doctoral studies - at least 100%.

10. Educational tangible assets:

1) availability of the integrated research, training, innovative and technological centers, technoparks and divisions providing basic and applied researches, and also innovative developments, effective use and implementation of their results in educational process and production;

2) research institutions with regular research associates - at least 5 units;

3) accredited scientific laboratories - at least 3 units;

4) national laboratories of collective use - at least 1 units;

5) business center and/or business incubator, technopark and other innovative structures;

6) industrial platform hi-tech - at least 1 units;

7) the publishing activities are performed on state, Russian, English with involvement of the leading foreign scientists and specialists.

11. Researches and innovations:

1) the number of the defended dissertations in year:

doctor's PhD - at least 10;

master - at least 200;

2) the number of scientific publications in the national/international rating magazines of 10 Articles in year (except master and doctoral dissertations) and total impakt-factor - at least 80;

3) the number of the taken-out patents / commercial products / amount of technologies, know-how, licenses/quantity of the rights of intellectual property / copyright - at least 30 in year:

share of the commercialized projects - at least 15% of total quantity of the patents which are taken out in year;

4) share of the students participating in work of student's innovative structures is at least - 40%;

5) the awards/awards provided by the national and international organizations - at least 5 annually;
