Council of heads of Customs Services under Integration Committee of Eurasian economic community

DECIDED:

1. Take into consideration information on the course of implementation of the List of measures for deepening of interaction of Customs Services in connection with organization of Eurasian economic community of March 16, 2001.

2. According to the Decision of Interstate Council of EurAsEC of September 20, 2002 to direct activities of Customs Services of state members of EurAsEC to No. 78 on:

- coordination of process of preparation and acceptance of new editions of customs codes for the purpose of their maximum unification;

- development and deployment of single procedure for calculation and collection of customs payments;

- establishment of single procedure for adoption of provisional solutions, provisions of goods, vehicles and documents on them for the purposes of customs control;

- development of the unified system concept of the analysis and risk management;

- adoption of single rules on customs control of the goods containing intellectual property items;

- unification of normative reference information and software products for implementation of the Rules of declaration of goods moved through external borders of state members of EurAsEC;

- creation of interstate system of the automated exchange of information resources;

- implementation of the joint target Program for arrangement of check points on external borders of the State Parties of the Customs union for 2001-2005;

- creation of single databank on persons brought to the administrative responsibility for customs offenses;

- the organization of preparation of highly professional customs personnel of Community in the regional training center of World Customs Organization.

3. Information on the course of accomplishment of this Decision to consider at the 22nd meeting of Council of heads of Customs Services.

The solution of SRTS of September 12, 2002 N 154 takes into consideration information on work progress of group on the development of technologies of joint customs control created by the Decision of Council of heads of Customs Services of state members of EurAsEC of July 6, 2001 N 109. It is recommended to perform to Customs Services of the Parties development of technologies of joint customs control on bilateral basis according to the Basic principles of the organization of joint customs control approved by the Decision of Council of heads of Customs Services of state members of EurAsEC of July 6, 2001 No. 109. The decision of July 6, 2001 No. 111

In the Republic of Belarus the resolution of the State Customs Committee is accepted. Now is improved taking into account notes of the Ministry of Justice of the Republic of Belarus. GTI under the Ministry of Finance of the Kyrgyz Republic is published specifying of 15.08.2002 N 21-11/3302. In the Republic of Kazakhstan the order is in the Ministry of Justice. In the Russian Federation the order of the State Customs Committee of Russia N 770 of 6.08.2001 is repealed in connection with refusal of the Ministry of Justice in registration. The draft document on implementation of Rules which is not requiring registration in the Ministry of Justice of the Russian Federation is prepared. In the Republic of Tajikistan the order of Customs Committee under the Government of the Republic of Tajikistan of 5.09.2001 N 104 enacts "The unified rules of customs clearance of the goods addressing in mutual trade of the states of members of EurAsEC".

The protocol on single approaches in use of information technologies in case of customs control over movement of goods and vehicles through borders of state members of Eurasian economic community.

The decision of July 6, 2001 No. 113.

Provision of the Protocol are used in case of development of interstate system of the automated exchange of information resources between customs authorities of the Parties.

Standard regulations on application of remedies of the documents necessary for the customs purposes and customs means of identification of the goods and vehicles transported under customs control in state members of EurAsEC.
