Council of heads of Customs Services under Integration Committee of EurAsEC, having heard information on development of the unified system concept of the analysis and risk management in Customs Services of state members of EurAsEC,

DECIDED:

1. Consider works on the analysis and risk management the urgent and perspective direction of enhancement of activities of Customs Services of state members of EurAsEC.

2. For the purpose of implementation of the analysis and risk management in practice of work of Customs Services of state members of EurAsEC, ensuring single approach and coordination of efforts of state members of EurAsEC in the field to develop the Concept of the analysis and risk management of Customs Services of state members of EurAsEC (further - the Concept).

3. For development of the Concept to create working group. The head of working group to appoint the deputy chief of Head department of the organization of customs control of the State Customs Committee of Russia P. A. Baklakov.

4. To Customs Services of state members of EurAsEC to provide to the head of working group P. A. Baklakov of the candidate for the representatives to working group in a month.

5. To working group (P. A. Baklakov) to prepare and submit the draft of the Concept for consideration of SRTS of state members of EurAsEC in III quarter 2003.

- the Customs Service accepts the strategy which is based on system of measures of assessment of probability of non-compliance with the legislation for the purpose of support of risk management system.

For creation of effective analysis system and risk management in Customs Services of state members of EurAsEC it is necessary to determine the purposes of this system, first of all. Ensuring completeness of collection of customs payments, fight against illegal drug trafficking, protection of intellectual property, prevention of export of cultural values, etc. can be such purposes.

For the purpose of ensuring single approach and coordination of efforts of Customs Services of state members of EurAsEC during creation and practical application of analysis system and risk management there would be reasonable creation of the unified concept of the analysis and risk management of state members of EurAsEC by Customs Services (further - the Concept).

In this Concept it would be necessary:

- formulate the purposes and tasks of creation of analysis system and risk management of state members of EurAsEC by Customs Services (further - SAUR EurAsEC);

- determine the basic principles of creation and functioning of SAUR EurAsEC;

- determine the main requirements to organizational, methodological, information and to the software and hardware of works on the analysis and risk management;

- determine order of interaction regarding questions of the analysis and risk management between Customs Services of state members of EurAsEC, and also with Customs Services of other states.
