According to presidential decrees of the Republic of Belarus of February 25, 2011 "About some questions of price regulation (rates) in the Republic of Belarus" and of December 5, 2013 No. 550 "On tariff regulation in the field of housing and communal services" the Council of Ministers of the Republic of Belarus DECIDES: No. 72
1. Establish for the population subsidized by the state:
1.1. gas prices natural and liquefied according to appendix 1;
1.2. rates for utilities in the following sizes:
on electrical energy according to appendix 2;
on heat energy for needs of heating and hot water supply – 24,7187 of Belarusian ruble for 1 Gcal.
2. Establish for the population rates (prices) of the utilities providing full recovery of economically reasonable costs for their rendering according to appendix 3.
3. To the ministry of anti-monopoly regulation and trade, regional executive committees, the Minsk Gorispolkom in case of indexation of rates (prices) of housing and communal services not to allow exceeding of actually developed growth rates of nominal accrued payroll across the Republic of Belarus.
4. To the Ministry of Labour and Social Protection, regional executive committees, the Minsk Gorispolkom for the purpose of strengthening of measures of social support to provide in accordance with the established procedure provision to the population of the government address public assistance in type of monthly and (or) lump-sum social benefit for payment of housing and communal services and (or) payment for use of premises of the state dwelling stock.
5. Recognize invalid resolutions of Council of Ministers of the Republic of Belarus and separate structural elements of resolutions of Council of Ministers of the Republic of Belarus according to appendix 4.
6. This resolution becomes effective since January 1, 2014.
