About approval of the Main directions of domestic and foreign policy of the Republic of Belarus

(as amended on 04-06-2015)

It is accepted by the House of Representatives on October 5, 2005

Approved by Council of the Republic on October 27, 2005

Article 1. Approve the Main directions of domestic and foreign policy of the Republic of Belarus (are applied).

Article 2. This Law becomes effective in ten days after its official publication.

Article 3. To Council of Ministers of the Republic of Belarus in six-months time after entry into force of this Law:

prepare and make in accordance with the established procedure offers on reduction of legal acts of the Republic of Belarus in compliance with this Law;

bring regulatory legal acts of the Government of the Republic of Belarus into accord with this Law;

provide review and recognition by the invalid republican state bodies subordinated to the Government of the Republic of Belarus, their regulatory legal acts contradicting this Law;

take other measures necessary for realization of provisions of this Law.

Main directions of domestic and foreign policy of the Republic of Belarus

These Main directions of domestic and foreign policy of the Republic of Belarus determine the principles, strategic objectives, the main objectives and spheres of domestic and foreign policy of the state.

Chapter 1. Main directions of domestic policy of the Republic of Belarus

1. The domestic policy of the Republic of Belarus is based on the following principles:

stability of the constitutional system;

guarantee of constitutional rights and freedoms of citizens;

equality of all patterns of ownership for the benefit of the personality and society;

sustainable social and economic development;

accounting of geopolitical, social and economic and natural features of the Republic of Belarus;

social justice;

interaction of the legislative, executive and judicial authorities for the benefit of the personality, societies and the states.

2. Strategic objectives of domestic policy of the Republic of Belarus are:

providing human rights and freedoms and guarantee of their realization;

increase in welfare of the people;

development of the democratic social constitutional state;

forming of effective socially oriented market economy.

3. The main objectives of domestic policy of the Republic of Belarus are:

ensuring the state sovereignty and territorial integrity of the Republic of Belarus;

ensuring protection of the rights, freedoms and legitimate interests of citizens of the Republic of Belarus, foreign citizens and stateless persons, rights and legitimate interests of the organizations, public and state interests;

carrying out the single budget and financial, tax, monetary and monetarist policies promoting financial stability of national economy;

maintenance of inflation at the level which is not interfering effective development of national economy;

development of competitive sectors and industries of national economy;

investment attraction in economy of the Republic of Belarus;

forming of the industrial potential based on the highly effective, resource-saving, ecologically safe technologies providing production of competitive goods (works, services);

activization of innovative activities;

development in production of the advanced national and foreign technologies;

development of entrepreneurship, small and medium business;

increase in life expectancy of citizens and decline in mortality;

optimization of migratory processes;

ensuring rational employment of the population, increase in efficiency of use of manpower;

safety of life and health of workers in the course of labor activity;

ensuring the state support of needy national groups;

creation of necessary conditions for forming of spiritually rich and physically healthy person, improvement of its housing conditions;

ensuring availability of medical care;

ensuring development of all forms and types of educational activities;

ensuring general availability of the values of domestic and world culture which are in the state and public funds;

providing rights of citizens to the environment, rational use of natural resources, favorable for life and health;

the prevention and liquidation of emergency situations of natural and technogenic nature (further – emergency situation), creation of the conditions providing protection of life and health of citizens, subjects to production and social appointment, and also the environment from emergency situations;

ensuring complex sustainable development of regions;

providing the right of citizens to obtaining, storage and distribution of complete, reliable and timely information according to the legislation of the Republic of Belarus.

4. The domestic policy of the Republic of Belarus is implemented in the following main spheres:

economy, including institutional transformations, budget and financial, tax, monetary and monetarist policies, development of real production sector, customs policy, policy in the sphere of investments, innovative activities;

the social and labor sphere, including population policy, policy of the income and compensation, policy of employment of the population, social protection of the population, labor protection;

health care, education, science, information and informatization, culture, art, sport, tourism, housing relations;

environmental protection and rational use of natural resources;

regional development;

military sphere;

fight against crime and other unlawful activity directed to damnification of homeland security of the Republic of Belarus;

justice;

prevention and liquidation of emergency situations.

5. The main directions in the sphere of institutional transformations are:

forming of competitive environment and regulation of activities of subjects of natural monopolies;

reforming of the relations of property, including privatization of state-owned property;

stimulation of business activity of the organizations and citizens;

development of the market infrastructure including the security market and financial services, the goods markets;

development of information and communication and other high technologies.

6. The main directions in the sphere of budget and financial, tax, monetary and monetarist policies are:

ensuring steady accomplishment of the budget obligations of the Republic of Belarus and its administrative and territorial units;

increase in effectiveness of the public expenditures;

carrying out effective policy of national debt management of the Republic of Belarus and assets;

enhancement of system of the interbudget relations;

forming of the taxation system favorable for national economy;
