About measures for the organization of activities of the Republican scientific and practical Center of development of innovative techniques of training in foreign languages under the Uzbek state university of world languages

1. Take into consideration that according to the resolution of the President of the Republic of Uzbekistan of May 23, 2013 No. PP-1971 "About measures for enhancement of activities of the Uzbek state university of world languages" under the Uzbek state university of world languages is created the Republican scientific and practical center of development of innovative techniques of training in foreign languages (further - the Center) in the form of state educational institution.

2. Determine the main objectives of the Center:

carrying out the deep scientific researches directed to development and deployment of innovative techniques of teaching foreign languages in all types of life-long education, enhancement of regulating and regulating documents in the field of learning of foreign languages;

providing methodical management of activities of the highest educational institutions performing training of teachers and foreign languages specialists, other interested organizations concerning practical implementation of modern forms and training methods to languages, progressive pedagogical technologies of learning of foreign languages;

retraining and advanced training of pedagogical personnel, methodical workers and translators of foreign languages at the modern level, including with use of remote training methods;

implementation of monitoring of implementation of international standards of training in foreign languages (systems "All-European competences of foreign language skills: studying, teaching, assessment" (CEFR) in educational process, generalization of the best experience in this area and development on its basis of the corresponding recommendations and managements for the interested educational institutions;

participation in forming and implementation of National system of assessment and certification of level of knowledge, providing conditions for testing and certification of level of knowledge of foreign language of pupils, pedagogical personnel and other interested persons according to the international and national standards;

development and deployment of interactive tutorials with the organization of remote forms of learning of foreign languages, development by various median of educational products and its realization to the population, creation of the special interactive web projects directed to promoting of learning of foreign languages among general population;

the organization of experimental approbation among main trainers and teachers, if necessary - with participation of the international consultants developed in the country for system of life-long education of curricula and programs, textbooks and educational and methodical complexes on foreign languages of new generation, education guidances for teachers of foreign language and also participation in their development together with other groups of authors and specialists of the corresponding type of education.

3. To the ministry of the higher and secondary vocational education of the Republic of Uzbekistan together with the Uzbek state university of world languages till January 1, 2014:

provide completion of the Center by the highly skilled research and educational personnel which mainly got education in foreign educational and scientific institutions and having wide experience of work in the field of preparation and advanced training of personnel, development of textbooks and multimedia tutorials;

approve the package of measures aimed at the development of activities of the Center proceeding from the tasks assigned to it;

together with the Ministry of Foreign Affairs and the foreign organizations to handle issue of attraction to cooperation and experience exchange within activities of the Center of the international experts and consultants in the field of training in foreign languages;

take measures for equipment of the Center the modern computer and multimedia equipment, furniture and stock, and also other tutorials, including educational and methodical literature, by fund of development of the highest educational institutions of the Ministry of the higher and secondary vocational education.

4. To the ministry of national education and the Center of secondary vocational, professional education of the Ministry of the higher and secondary vocational education to involve the Center and its specialists in development, examination and approbation of the developed textbooks in foreign languages, first of all, for 1-4 classes of comprehensive schools.

5. Determine that the Center is the industry center of retraining and advanced training of teachers and methodologists of foreign languages of the highest educational institutions, first of all profile, territorial authorities of management of system of national and secondary vocational, professional education and organizations of advanced training of pedagogical personnel.

To the ministry of the higher and secondary vocational education, the Center of secondary vocational, professional education and the Ministry of national education of the Republic of Uzbekistan in two-month time to approve procedure for advanced training, and also the schedule of advanced training of the specified workers for 2014-2016.

6. Determine the main sources of financing of activities of the Center:

the funds of the Government budget allocated for the current maintenance of the Center, implementation of actions on accomplishment of the tasks and functions assigned to it and also for strengthening of material and technical resources of the Center;

the grant funds allocated to the Center for results of the competitions held by the Ministry of innovative development of the Republic of Uzbekistan;

charitable gifts, grants of the international organizations;

the means received from economic activity, and also means from other sources which are not prohibited by the legislation.
