1. Approve the enclosed regulations of electronic state services:

1) "Issue of the permission to works with use of ozone-depleting substances, repair, installation, equipment maintenance containing ozone-depleting substances" according to appendix 1;

2) "Licensing, issue of duplicates of the export license and import of ozone-depleting substances and products containing them" according to appendix 2;

3) "Licensing, renewal, issue of duplicates of the license for performance of works and rendering services in the field of environmental protection" according to appendix 3;

4) "Issue of ecological permissions for objects І categories" according to appendix 4;

5) "Registration of passports of dangerous wastes" according to appendix 5;

6) "Issue of the conclusions of the state environmental assessment for objects І categories" according to appendix 6.

3. To provide to committee of ecological regulation and control:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) official publication of this order in mass media after its state registration in the Ministry of Justice of the Republic of Kazakhstan;

3) publication of this order on official Internet resource of the Ministry of environmental protection of the Republic of Kazakhstan.

4. To impose control of execution of this joint order on the vice-minister of protection and the environment of the Republic of Kazakhstan Abdishev B. T.

5. This order becomes effective after ten calendar days from the date of its first official publication.

Regulations of the electronic state service "Issue of the Permission to Works with Use of Ozone-depleting Substances, Repair, Installation, Equipment Maintenance Containing Ozone-depleting Substances"

1. General provisions

1. The electronic state service "Issue of the Permission to Works with Use of Ozone-depleting Substances, Repair, Installation, Equipment Maintenance Containing Ozone-depleting Substances" (further - service) appears Committee of ecological regulation and control of the Ministry of environmental protection of the Republic of Kazakhstan (further - the service provider), through service centers of the population (further - the Centers), and also through the web portal of "the electronic government" to the address: www.e.gov.kz and the E-litsenzirovaniye web portal to the address: www.elicense.kz.

2. The service is rendered based on the Standard of the state service "Issue of the Permission to Works with Use of Ozone-depleting Substances, Repair, Installation, Equipment Maintenance Containing Ozone-depleting Substances" approved by the order of the Government of the Republic of Kazakhstan of August 8, 2012 No. 1033 (further - the Standard).

3. Extent of automation of service: partially automated.

4. Type of rendering service: transactional.

5. The concepts and reducings used in these Regulations:

1) automated workplace - the automated workplace;

2) information system - the system intended for storage, processing, search, distribution, transfer and provision of information using the hardware and software (further - IS);

3) ENIS - Single notarial information system;

4) business and identification number - the unique number created for the legal entity (branch and representation) and the individual entrepreneur performing activities in the form of joint venture (further - BIN);

5) the E-litsenzirovaniye web portal - the information system containing data about the issued, renewed, suspended, renewed and terminated licenses, and also branches, representations (objects, Items, sites) of the licensee performing the licensed type (subspecies) of activities which on a centralized basis create identification license number, issued by licensors (further - IS GBD "E-licensing");

6) the state database "Physical persons" - the information system intended for the automated collection, storage and information processing, creation of the National register of individual identification numbers for the purpose of implementation of single identification of physical persons in the Republic of Kazakhstan and provisions about them the urgent and authentic data to state bodies and other subjects within their powers (further - GBD FL);

7) individual identification number - the unique number created for physical person, including the individual entrepreneur performing activities in the form of entrepreneurship (further - IIN);

8) the state database "Legal entities" - the information system intended for the automated collection, storage and information processing, creation of the National register of business and identification numbers for the purpose of implementation of single identification of legal entities in the Republic of Kazakhstan and provisions about them the urgent and authentic data to state bodies and other subjects within their powers (further - GBD YUL);

9) information system of service centers of the population of the Republic of Kazakhstan - the information system intended for automation of process of provision of services to the population (physical persons and legal entity) through service centers of the population of the Republic of Kazakhstan (further - IS TsON);

10) structurally functional units - the list of structural divisions of state bodies, organizations and information systems which participate in process of rendering service (further - SFE);

11) electronic state service - the state service rendered electronically using information technologies;

12) the user - the subject (the consumer, the service provider) addressing information system for receipt of electronic information resources necessary for it and using them;

13) the consumer - physical person or legal entity to which the electronic state service is rendered;

14) transactional service - the service in provision to users of electronic information resources requiring mutual exchange of information using the digital signature;

15) lock of "the electronic government" - the information system intended for integration of information systems of "the electronic government" within realization of electronic services (further - ShEP);

16) the web portal of "the electronic government" - the information system representing single window of access to all consolidated government information including the regulatory legal base, and to electronic state services (further - PEP);

17) the digital signature - set of electronic digital symbols created by means of the digital signature and confirming reliability of the electronic document, its accessory and invariance of content (further - the EDS);

18) the electronic document - the document in which information is provided in electronic and digital form and is certified by means of the digital signature;

19) electronic permission - the permission in electronic form which is drawn up and issued with use of information technologies equivalent to permission on paper.

2. Procedure for activities of the service provider for rendering electronic state service

6. Step-by-step actions and decisions through PEP (the chart No. 1 of functional interaction when rendering electronic state service) are given in appendix 1 to these Regulations:

1) the consumer performs registration for PEP by means of the registration certificate EDS which is stored in the Internet browser of the computer of the consumer (it is performed for the unregistered consumers on PEP);

2) process 1 - attachment in the Internet browser of the computer of the consumer of the registration certificate EDS, process of input by the consumer of the password (authorization process) on PEP for receipt of the state service;

3) condition 1 - check on PEP of authenticity of data on the registered consumer through login (IIN/bin) and the password;

4) process 2 - forming of PEP of the message on refusal in authorization in connection with the available violations in data of the consumer;

5) process 3 - the choice by the consumer of service in IS GBD

"E-licensing", specified in these Regulations, conclusion to the request form screen for rendering service and filling with the consumer of form (data entry) taking into account its structure and format requirements, attachment to request form of necessary documents in electronic form;

6) process 4 - the choice by the consumer of the registration certificate EDS for the certificate (signing) of request;

7) condition 2 - check on PEP of effective period of the registration certificate EDS and absence in the list of the withdrawn (cancelled) registration certificates, and also compliance of identification data between the IIN/bin specified in request, and the IIN/bin specified in the registration certificate EDS);

8) process 5 - forming of the message on refusal in required service in connection with not confirmation of authenticity of the EDS of the consumer;

9) process 6 - the certificate (signing) by means of the EDS of the consumer of the filled form (the entered data) of request for rendering service;

10) process 7 - registration of the electronic document (the consumer's request) in IS GBD "E-licensing" and processing of request in IS GBD "E-licensing";

11) condition 3 - check by the service provider of compliance of the consumer to qualification requirements and bases for issue of permission;

12) process 8 - forming of the message on refusal in required service in connection with the available violations in data of the consumer in IS GBD "E-licensing";

13) process 9 - obtaining by the consumer of result of the service (permission) created by IS GBD "E-licensing". The electronic document is created with use of the EDS of the authorized person of the service provider.

7. Step-by-step actions and decisions through the service provider (the chart No. 2 of functional interaction when rendering service) are given in appendix 1 to these Regulations:

1) process 1 - input by the employee of the service provider of login and the password (authorization process) in IS GBD "E-licensing" for rendering the state service;

2) condition 1 - check in IS GBD "E-licensing" of authenticity of data on the registered employee of the service provider through login and the password;

3) process 2 - forming of IS GBD "E-licensing" of the message on refusal in authorization in connection with the available violations in data of the employee of the service provider;

4) process 3 - the choice by the employee of the service provider of the service specified in these Regulations, conclusion to the request form screen for rendering service and input by the employee of the service provider of data of the consumer;

5) process 4 - sending an inquiry through ShEP in GBD FL/GBD of YUL about data of the consumer, about data of the power of attorney of the representative of the consumer in ENIS;

6) condition 2 - verification of presence of data of the consumer in GBD FL/GBD of YUL this to the power of attorney in ENIS;

7) process 5 - forming of the message on impossibility of data acquisition due to the lack of data of the consumer in GBD FL/GBD of YUL this to the power of attorney in ENIS;

8) process 6 - filling of request form regarding mark about availability of documents in paper form and scanning by the employee of the service provider of the necessary documents according to Item 11 of the Standard provided by the consumer and their attachment to request form;

9) process 7 - registration of request in IS GBD "E-licensing" and processing of service in IS GBD "E-licensing";

10) condition 3 - check by the service provider of compliance of the consumer to qualification requirements and bases for issue of permission;

11) process 8 - forming of the message on refusal in required service in connection with the available violations in data of the consumer in IS GBD "E-licensing";

12) process 9 - receipt by the consumer of result of service (permission) of the created IS GBD "E-licensing". The electronic document is created with use of the EDS of the authorized person of the service provider.

8. Step-by-step actions and decisions of the operator of the Center through IS TsON automated workplace (the chart No. 3 of functional interaction when rendering service) are given in appendix 1 to these Regulations:

1) process 1 - input of the operator of the Center in automated workplace of IS TsON of login and the password (authorization process) for rendering service;

2) process 2 - the choice by the operator of the Center of the service specified in these Regulations, conclusion to the request form screen for rendering service and input of Data center of the consumer by the operator;

3) process 3 - sending an inquiry through ShEP in GBD FL/GBD of YUL about data of the consumer, about data of the power of attorney of the representative of the consumer;

4) condition 1 - verification of presence of data of the consumer in GBD FL/GBD of YUL this to the power of attorney in ENIS;

5) process 4 - forming of the message on impossibility of data acquisition due to the lack of data of the consumer in GBD FL/GBD of YUL this to the power of attorney in ENIS;

6) process 5 - filling of the Center of request form with the operator regarding mark about availability of documents in paper form and scanning of the documents provided by the consumer, their attachment to request form and the certificate by means of the EDS of the filled form (the entered data) of request for rendering service;

7) process 6 - the direction of the electronic document (the consumer's request) certified (signed) EDS operator of the Center through ShEP in IS GBD "E-licensing";

8) process 7 - registration of the electronic document in IS GBD "E-licensing";

9) condition 2 - check (processing) by the service provider of compliance of the documents enclosed by the consumer specified in Item 11 of the Standard and to the bases for rendering service;

10) process 8 - forming of the message on refusal in required service in connection with the available violations in documents of the consumer in IS GBD "E-licensing";

11) process 9 - obtaining by the consumer through the operator of the Center of result of service (permission) of the created IS GBD "E-licensing".

9. Forms of filling of request and the response to service are given in the E-litsenzirovaniye web portal of www.elicense.kz.
