About approval of Rules of stay in zone of the increased danger of the subway and carrying out works in it

According to article 23 of the Law of the Republic of Kazakhstan of September 21, 1994 "About transport in the Republic of Kazakhstan" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Rules of stay in zone of the increased danger of the subway and carrying out works in it.

2. This resolution becomes effective after ten calendar days from the date of the first official publication.

Rules of stay in zone of the increased danger of the subway and carrying out works in it

1. General provisions

1. These rules of stay in zone of the increased danger of the subway and carrying out works in it (further - Rules) determine procedure for stay in zone of the increased danger of the subway and carrying out works in it.

2. In Rules the following basic concepts are applied:

1) the passenger - the physical person having the travel document (ticket) and making trip on the subway;

2) administration of the subway - management of the company of the subway, authorized to exercise operational management and acting according to the legislation of the Republic of Kazakhstan;

3) the person on duty on servicing of passengers of the subway - the worker providing safe landing, disembarkation of passengers, their equal distribution on platform of the station, movement on the station of passengers including with limited opportunities (with use of technical means), before landing in railway vehicles of the subway;

4) the employee of the subway - the physical person which is consisting in employment relationships with administration of the subway and directly performing the work connected with safety control of movement and embarking in railway vehicles of the subway, decision making also died to stop of railway vehicles of the subway, escalators in all cases, life-threatening passengers or traffic security of railway vehicles of the subway, according to job descriptions and the individual employment contract;

5) zone of the increased danger of the subway - escalators, platform of the station, railway vehicles of the subway, the rail tracks of the subway, other objects of the subway connected with public conveyance on the subway;

6) railway vehicles of the subway - the railway vehicles consisting of one or several motor car sections and intended for public conveyance;

7) the subway - type of the urban rail transportation performing regular socially important public conveyances and baggage in the ways isolated (separated, which do not have single-level crossings) from lines of other modes of transport and pass of pedestrians to them;

8) the station of the subway - complex of constructions and devices on acceptance, departure of trains and servicing of passengers;

9) platform of the station - the part of the station of the subway equipped for landing and disembarkation of passengers in railway vehicles of the subway;

10) the escalator - the hoisting-and-transport device in the form of ladder with moving steps for movement of people from one level on another.

2. Procedure for stay in zone of the increased danger of the subway

3. Passengers when using the escalator of the subway:

1) observe passenger traffic priority;

2) are cost in escalator driving direction on the right;

3) hold hand-rail, without stepping on limiting line on the stairs and fixed parts of the escalator;

4) hold juvenile children by hand;

5) are not late in case of descent from the escalator;

6) move on the escalator on the left side.

In the conditions of the increased passenger traffic passengers fill and move on the left and right parties of eskalatorny cloth.

4. Passengers on the escalator are not allowed to sit, move against movement of the escalator, to move from one line of the escalator to another and on the idle escalator without the permission of employees of the subway.

5. Expectation of arrival of railway vehicles of the subway is performed on platforms of stations of the subway, without coming for limiting line.

6. Landing, disembarkation of passengers in railway vehicles of the subway are made after full stop of railway vehicles of the subway.

7. Exit of passengers from railway vehicles of the subway and landing in it are made from platform of stations of the subway.

Passengers, being on platform of the station, on instruction of the person on duty for servicing of passengers of the subway regularly take place on all platform of the station and in case of stop of railway vehicles of the subway make room at automatic doors of railway vehicles of the subway for free exit of passengers.

Minors are in the territory of the station of the subway accompanied by the adult attendant or the person on duty on servicing of passengers of the subway.

8. Employees of the subway, passengers in zone of the increased danger shall not:

1) to leave minors unguarded, to arrange different outdoor games;

To block 2) cabin baggage, baggage, other objects passes and escalators;

3) to sit down and land on the run of railway vehicles of the subway, to lean out of windows of cars;

4) to detain opening and closing of automatic doors of railway vehicles of the subway, to open them during movement;

5) to throw out garbage, to take flammable and explosive substances in salon of railway vehicles of the subway;

To smoke 6) at stations, in transitions and railway vehicles of the subway;

7) to contaminate lobbies, transitions, platforms of stations, salons of railway vehicles of the subway, escalators and ways;

8) to drink alcoholic drinks, to be at stations and in railway vehicles of the subway in condition of alcoholic, drug or toxicological intoxication;

9) to run on passenger platform near the arriving or leaving railway vehicles of the subway, and also to be closer than two meters from edge of platform during passing of railway vehicles of the subway without stopping, to approach railway vehicles of the subway to its full stop;

10) to lean against automatic doors of cars of railway vehicles of the subway.

9. Transition and descent to rail tracks at stations of the subway for passengers are not allowed.

10. In case of expectation of railway vehicles of the subway on platform of the station passengers observe the requirements of the person on duty for servicing of passengers and other employees of the subway connected with safety control of passengers in case of expectation of arrival of railway vehicles of the subway and landing in it.
