DECISION OF BOARD OF THE EURASIAN ECONOMIC COMMISSION

of December 2, 2013 No. 283

About creation of the Advisory committee on interaction of monitoring bodies on customs border of the Eurasian Economic Union, modification of the Regulations on the Advisory committee on customs regulation and recognition voided some decisions of the Commission of the Customs union

The board of the Euroasian economic commission decided:

1. Create the Advisory committee on interaction of monitoring bodies on customs border of the Eurasian Economic Union.

2. Approve enclosed:

Regulations on the Advisory committee on interaction of monitoring bodies on customs border of the Eurasian Economic Union;

the list of executive bodies of state members of the Eurasian Economic Union which authorized representatives are included the Advisory committee on interaction of monitoring bodies on customs border of the Eurasian Economic Union.

3. Appoint the member of Board (Minister) of customs cooperation of the Eurasian economic commission Goshin V. A. the chairman of the Advisory committee specified in Item 1 of this Decision.

4. The subitem 3 of item 4 of the Regulations on the Advisory committee on customs regulation approved by the Decision of Board of the Eurasian economic commission of May 31, 2012 No. 52, to state in the following edition:

"3) consideration of offers and development of recommendations about enhancement of customs administration, including concerning application of customs procedures, carrying out customs control, development and use of customs infrastructure, except for the questions connected with arrangement and equipping of check points through customs border of the Customs union;".

5. Ask state members of the Customs union and the Common economic space to provide till December 21, 2013 to the Eurasian economic commission for inclusion in structure of Advisory committee on interaction of monitoring bodies on customs border of the Customs union of the candidate at the level of heads and deputy managers of the bodies specified in the list approved by this Decision or structural divisions of these bodies (2 authorized representatives from each body), having determined from their number coordinators (by 1 authorized representative from state member), responsible for decision making for the questions entering competence of the specified Advisory committee.

6. Recognize invalid:

The decision of the Commission of the Customs union of April 16, 2010 No. 219 "About the expert group "Arrangement and Equipping of Check Points on External Border of State Members of the Customs Union";

The decision of the Commission of the Customs union of May 20, 2010 No. 272 "About statement of structure of the expert group "Arrangement and Equipping of Check Points on External Border of State Members of the Customs Union" and its Provision";

The decision of the Commission of the Customs union of August 17, 2010 No. 360 "About the expert group "Arrangement and Equipping of Check Points on External Border of State Members of the Customs Union".

7. This Decision becomes effective after 30 calendar days from the date of its official publication.

Regulations on the Advisory committee on interaction of monitoring bodies on customs border of the Eurasian Economic Union

1. The advisory committee on interaction of monitoring bodies on customs border of the Eurasian Economic Union (further - Committee) is created under Board of the Eurasian economic commission (further - the Commission).

The committee is the consultative body performing development of offers for Board of the Commission on questions of interaction of the executive bodies of the state members of the Eurasian Economic Union performing control functions on customs border of the Eurasian Economic Union and included in the list of executive bodies of state members of the Eurasian Economic Union which authorized representatives are included the Advisory committee on interaction of monitoring bodies on customs border of the Eurasian Economic Union, No. 283 approved by the Decision of Board of the Eurasian economic commission of December 2, 2013 (further respectively - monitoring bodies, state members), developments of infrastructure and technologies in places of movement of goods and vehicles through customs border of the Eurasian Economic Union (further - places of movement) based on which the Board of the Commission makes decisions within the powers.

2. The structure of Committee affirms Board of the Commission.

About 2 representatives from each monitoring body at the level of heads and deputy managers of these bodies or their structural divisions, and also from business communities of state members and on 2 representatives of the Belarusian-Kazakhstan-Russian business community from each state member are part of Committee (further – members of the committee).

3. Presides over committee meetings and the member of Board of the Commission supervising questions of customs cooperation performs the common directorship of work of Committee (further – the chairman of Committee).

4. Chairman of Committee:

a) directs activities of Committee and will organize work on accomplishment of the tasks assigned to Committee;

b) approves and approves the draft of the agenda of committee meeting, and also date, time and the place of its carrying out;

c) conducts committee meetings;

d) approves protocols of committee meetings;

e) informs Board of the Commission on the project proposals of decisions of Board of the Commission developed by Committee and to other questions.

5. The vice-chairman of Committee is appointed the chairman of Committee from among directors or associate directors of the departments of the Commission supervised by the chairman of Committee as the member of Board of the Commission.

The vice-chairman of Committee performs functions of the chairman of Committee, stipulated in Item 4 this provision, in case of absence of the chairman of Committee or on its order.

6. The responsible secretary of Committee is appointed the chairman of Committee from number of persons employed of the departments of the Commission supervised by the chairman of Committee as the member of Board of the Commission.

7. Responsible secretary of Committee:

a) approves the agenda of committee meeting, and also date, time and the place of its carrying out with the chairman of Committee;

b) prepares and sends to members of the committee the approved agenda of committee meeting and materials to it, including in electronic form;

c) takes the minutes of Committee and submits it for approval to the chairman of Committee;

d) exercises control of execution of decisions of Committee;
