2. To development department of the gas industry of the Ministry of oil and gas of the Republic of Kazakhstan () provide to Brekeshev S.A. state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its subsequent publication in official mass media in the procedure established by the legislation.

3. This order becomes effective after thirty calendar days after its first official publication.

Rules of issue of specifications on connection to gas supply systems

1. General provisions

1. These rules of issue of specifications on connection to gas supply systems (further - Rules) are developed according to the Law of the Republic of Kazakhstan of January 9, 2012 "About gas and gas supply" (further - the Law), Rules of retail sale and use of the commodity and liquefied oil gas, approved by the order of the Government of the Republic of Kazakhstan of August 10, 2012 No. 1041, and establish procedure for issue of specifications on connection to gas supply systems and motivated refusal in their issue.

2. In these rules the following basic concepts are used:

the service provider - the gas-distributing or gas-network organization;

specifications - the document issued by the gas-distributing or gas-network organization on construction of facilities of gas supply system, connection of the consumer in required (settlement) parameters, change of the initial project solution of object of gas supply system.

Other terms and determinations used in these rules are applied according to the Law.

2. Issue of specifications

3. Specifications are issued by the service provider in cases:

1) designing and the subsequent construction of the new objects attached to gas supply systems;

2) growths in volumes of the consumed services from the operating gas supply system;

3) reconstruction and/or reshaping of object if it leads to change of amounts and characteristics of the consumed services.

4. For receipt of specifications the physical person or legal entity (further - the applicant) submits the application in any form to the service provider with indication of amount of the maximum hour consumption.

Are enclosed to the application:

1) the copy of the identity certificate of the owner of object - for physical persons, the copy of the certificate or the certificate of the state registration / re-registration - for legal entities;

2) the copy of the title real estate document where object, or the notarized consent of the owner of real estate to gasification of object is located;

3) the copy of technical data sheet on gasifiable object (apartment house) or the copy of the outline sketch of gasification on reconstruction of the existing (intra house) networks;

4) the survey of the site of construction in scale 1:500 (with all land and underground communications and constructions) approved with the relevant operating organizations;

5) the copy of technical data sheet on the gas-consuming equipment with indication of technical characteristics;

6) scheme of arrangement of object;

7) hydraulic calculations on consumption of natural gas on cooking, heating, ventilation, conditioning, hot water supply in case of gasification of multi-storey houses - for legal entities.

5. In need of determination of production capacities of gas supply systems of the new, expanded or reconstructed objects, the service provider within three working days from the date of receipt of the statement according to item 4 of these rules requests materials on installation of devices of commercial accounting, polling leaf, schemes of withdrawal of the parcel of land.

6. The term of issue of specifications by the service provider - five working days from the date of receipt of the statement according to item 4 of these rules.

7. Issue of specifications on connection of objects to gas supply systems will be performed under condition:

1) completeness and reliability of the documents and data enclosed to the application according to item 4 of these rules;

2) compliance of gasifiable object to requirements of regulatory legal acts of the Republic of Kazakhstan and normative and technical documents;

3) availability of technical capability of gasification of object, including if connection of new objects or increase in the existing capacities does not lead to quality degradation of the provided services to other current consumers;

4) availability of networks.

8. In case of discrepancy to one of requirements of Item 7 of these rules, to the applicant in time five working days from the date of receipt of the statement go the motivated answer in writing with indication of causes of failure.

9. In specifications admissible capacity, quantity, placement and the main characteristics of the equipment are specified.

10. Specifications are effective during all term of the normative duration of construction approved as a part of project (project and estimate) documentation.

11. In case of change of the initial project solution of object of gas supply system specifications change during the period of their action by submission of the statement by the applicant to the service provider on new specifications according to the procedure, established by these rules.
